            2. Identify the responsible party for guarantees.
          2. Provide the following for the development entity or, where applicable, its financial guarantor(s):
            1. Three (3) most recent years of audited financial statements;
            2. Two (2) credit references, ideally from institutions or entities involved in similar projects;
            3. A clear statement of the development entity’s ability to commit capital to this project;
            4. A statement of willingness to contribute unsecured capital, if required.

            In lieu of the above, respondents may submit a comprehensive proforma and funding strategy that illustrates financial capacity across the project lifecycle. This should include:
            1. Identification of anticipated funding sources for each phase of development (land improvements, vertical construction, marketing/sales, and ongoing maintenance or property management);
            2. A development cash flow model or pro forma detailing uses of funds and financing assumptions;
            3. Narrative demonstrating your understanding of real estate finance and development strategy, from project inception through lease-up/sale and long-term operation.

      Provide a summary of your firm's experience with master-planned, mixed-use real estate development projects completed within the past ten (10) years. For each project, include:

      • The developer’s role (e.g., lead developer, co-developer, financial partner);
      • Description of services provided by the firm’s principals and key personnel listed in Evaluation Criteria No. 2;
      • Size, scope, and location of the project.

    Q (East Lohman quarter development): During Covid the residence of this area were asked to attend a Zoom meeting with the planning department. At that time they had an architectural firm present three plans for the development of this area. My question is were they not good enough or you’ve decided to go in another direction.     A: Those meetings were to gather public input for the creation of the East Lohman Development Plan, which is the framework for the area to be developed through this RFP.
