    Background

    The City of Golden is seeking to establish a Master Services Agreement (MSA) with a qualified electrical contractor to provide on-call municipal electrical services in a timely, efficient, and cost-effective manner. The City maintains a diverse portfolio of public infrastructure—including public buildings, parking lots, park facilities and electric vehicle charging stations —that require ongoing maintenance, repair, and periodic upgrades. Due to the variable and often urgent nature of this work, it is not practical to bid each project individually. An MSA will streamline procurement, ensure rapid response to routine and emergency needs, and provide consistent pricing and service standards. This approach also supports better planning, budgeting, and accountability while enabling the City to partner with a contractor capable of delivering high-quality, code-compliant electrical services aligned with municipal priorities.

    Under a MSA structure, the agreement will set forth general terms, conditions, and agreed-upon rates, while specific scopes of work will be authorized through individual task orders issued by the City. Each task order will define the project scope, schedule, and a not-to-exceed cost, and expenditures will be deducted from the total contract capacity. Funding for services will be subject to annual appropriation and approval by the Golden City Council, which will authorize a specific amount each year for use under the agreement. This approach allows the City to efficiently procure services, maintain budgetary control, and respond flexibly to both planned projects and unanticipated electrical service needs over the duration of the contract.

    Evaluation Criteria

    • Qualifications of Firm and Project Team (10 pts)

      Briefly discuss firm and project team qualifications that are being proposed for the Project. Discuss previous experience of the submitting firm in working with municipal governments in projects of similar size, scope and nature. Identify project references that may be contacted in regard to the Consultant’s performance on past projects. Describe the firm’s ability to provide the breadth of competencies required by the City, either with its own staff or via the use of Subconsultants in specialty areas. Resumes of key personnel shall be provided as an Appendix to the RFP response.

    • Fee Schedule (30 pts)

      Proposals will be evaluated primarily on the clarity, competitiveness, and transparency of the contractor’s fee schedule, with particular emphasis on labor rates by classification (including overtime and emergency premiums), equipment and vehicle charges, and the structure and reasonableness of material pricing and markups. The City will also assess the completeness and value of unit pricing for common municipal electrical tasks to ensure predictable and comparable costs, as well as the fairness and justification of rates for emergency and after-hours services. Additionally, proposed terms for subcontractor costs, including markup limits and transparency, will be reviewed to ensure cost control and accountability. Overall, the evaluation will prioritize fee schedules that are comprehensive, easy to administer, and provide the best overall value to the City over the duration of the contract.

    • Project Management, Cost Controls, and Availability to Perform Work (20 pts)

      A City top priority is a Contractor's availability for time sensitive needs. Vendor is responsible for delivering timely, cost-effective services per project needs. Proposers should outline methods/concepts that your team uses for schedule, scope and budget management and how these methods will be employed. Describe the team members’ current and projected workloads and anticipated time dedicated to the work during the course of the Project.

    • Demonstrated Experience (20 pts)

      Proposals will be evaluated on the contractor’s demonstrated experience performing work comparable in scope, complexity, and scale to the services required by the City. Proposers should provide representative project examples that highlight their experience with municipal electrical systems, including but not limited to public facilities, outdoor lighting, electric vehicle charging stations (including installer certifications with ChargePoint or Siemens or the ability to become certified by the time of contract) and other similar infrastructure. Emphasis will be placed on the relevance of past work, the contractor’s role and responsibilities, successful project outcomes, and the ability to perform both on-call and project-based services. The City will prioritize firms that can clearly demonstrate a track record of reliable, high-quality work in similar public sector or municipal environments.

    • Responsive Communication (20 pts)

      Proposals will be evaluated on the contractor’s ability to provide clear, timely, and effective communication throughout both on-call and project-based work. Emphasis will be placed on demonstrated processes for promptly acknowledging service requests and meeting defined response times, particularly for urgent or emergency situations. The City will assess the proposer’s approach to providing regular status updates, maintaining clear lines of communication and escalation, and coordinating effectively with City staff, other contractors, and relevant utilities. Evaluation will also consider the quality and completeness of pre-work communication, including scope confirmation, cost estimates, and scheduling, as well as post-work documentation such as service reports, as-builts, and recommendations. Overall, the City will prioritize contractors who exhibit proactive, transparent, and well-documented communication practices that support efficient operations, accountability, and high levels of service.

      A completed Acceptance of Conditions Statement is required. This Statement affirms the acceptance of all conditions or requirements contained in the Request for Qualifications, and lists the names of any of the submitting firm’s employees, and any proposed subconsultant’s employees, who are spouses or children of City employees or the spouse of a City employee’s child.
