Scope of Services

The scope of Design-Build services consists of the architecture, interior design, engineering, and construction of the following:

Preliminary Space Program and Owner's Requirements

The following Preliminary Space Program establishes the Owner's minimum functional requirements for Fire Station 186 and is intended to provide a common basis for all Respondents. The program identifies the anticipated operational needs and minimum performance expectations of the Project but is not intended to prescribe specific architectural or engineering solutions. The RESPONDENT shall evaluate the existing facility and site conditions and develop the final design in accordance with the Design Criteria Package, applicable codes, industry best practices, and the operational requirements of MCESD10.

The Project consists of the adaptive reuse and renovation of the existing approximately 10,800-square-foot metal building together with new construction, additions, site improvements, and associated infrastructure necessary to create a fully operational emergency response station. The completed facility shall support twenty-four (24) hour emergency operations while emphasizing firefighter health and safety, operational efficiency, durability, maintainability, future adaptability, and long-term life-cycle value.

The completed facility shall include, at a minimum, the following functional spaces and operational elements:

Apparatus Operations

The station shall include five (5) pull-through apparatus bays with a minimum apparatus depth of sixty (60) feet. The apparatus bay design shall accommodate MCESD10's existing emergency response vehicles as well as anticipated future apparatus. The design shall provide adequate clearances, circulation, overhead door sizing, emergency power, lighting, ventilation, and support systems appropriate for a modern fire station. Supporting apparatus functions shall include a dedicated tool and equipment storage area, breathing air cascade system room, Personal Protective Equipment (PPE) storage room with mechanical ventilation and approximately thirty-five (35) to forty (40) gear lockers, and a firefighter decontamination area including restroom and shower facilities designed to minimize cross-contamination between apparatus and living areas.

Living Quarters

Living accommodations shall support continuous twenty-four-hour staffing and include eight (8) to ten (10) individual firefighter bunk rooms, each equipped with a workstation or desk, personal storage, and locker space. Three (3) officer dormitory/office suites shall also be provided, each with either private restroom facilities or shared Jack-and-Jill restroom arrangements. Individual unisex restroom and shower facilities shall be provided to adequately support station staffing. A dedicated laundry room with storage shall also be included.

Administrative and Training Areas

Administrative and support spaces shall include a large kitchen designed to support full-shift meal preparation, an adjacent dining area capable of accommodating on-duty personnel, and three (3) pantry/storage areas with dedicated refrigerator space. A training room with seating capacity for approximately thirty (30) occupants shall be provided and designed to support classroom instruction, public meetings, and departmental training. Public restroom facilities shall be located adjacent to the training room for use during meetings and training events.

Health and Wellness Facilities

The facility shall include a dedicated fitness room sized to accommodate firefighter wellness equipment and associated storage. An outdoor covered patio with gas grilling area shall also be provided to support firefighter wellness and station activities.

Building Support Areas

Supporting spaces shall include a janitorial closet with mop sink and storage, mechanical and electrical equipment rooms, telecommunications and information technology infrastructure space, and other building support spaces necessary for efficient operation and maintenance of the facility.

Site Development

The site shall include public visitor parking together with secured employee parking sufficient to accommodate approximately twenty (20) vehicles. Site circulation shall promote safe separation of emergency apparatus movements from public vehicular traffic wherever practical. Site improvements shall include sidewalks, lighting, drainage, landscaping, utilities, fencing as appropriate, and all infrastructure necessary to support station operations.

Building Systems

The facility shall include a permanently installed emergency generator capable of supporting full station operations during utility outages. The station shall incorporate a Honeywell Phoenix G2 IP-based station alerting system or Owner-approved equivalent compatible with MCESD10's existing systems. Building systems shall include high-efficiency mechanical, electrical, plumbing, fire protection, fire alarm, communications, structured cabling, security, and access control systems suitable for a continuously occupied emergency response facility. All building systems shall be selected with consideration for long-term reliability, maintainability, operational efficiency, and life-cycle cost.
