    Description

    PURPOSE/BACKGROUND The County of Riverside Purchasing Department on behalf, Riverside University Health System – Behavioral Health, herein after referred to as “COUNTY” or “RUHS-BH”, is seeking proposals from interested and qualified organizations and agencies to provide a 24-hour Mental Health Rehabilitation Center (MHRC) at Mead Valley Wellness Village, program will be licensed by Department of Health Care Services (DHCS). A mental health rehabilitation center is a 24-hour program which provides intensive support and rehabilitative services designed to assist persons, 18 years or older, with mental disorders who would have been placed in a state hospital or another mental health facility to develop skills to become self-sufficient and capable of increasing levels of independence and functioning. The MHRC will provide a wide range of alternatives to acute psychiatric hospitalization and institutional care based on the principles of community-based treatment. Services will include individual and group counseling, psychiatric services, pre-vocational and vocational assistance, community participation, and linkages to other community services. AWARDED CONTRACTOR will have specialization in consumers such as; Lanterman Petris Short (LPS) conservatorship, Murphy conservatorship, or who have been found Incompetent to Stand Trial (IST) or otherwise court ordered to treatment in this facility type. The AWARDED CONTRACTOR will operate in COUNTY-owned 50 bed facility, located at 20545 Harville Avenue Perris, CA 92570. Services at this location will be to persons aged 18 and above, including transitional aged youth, adults and older adults. The AWARDED CONTRACTOR will work to provide short- and long-term psychiatric stabilization through the prescription of psychotropic medication, individual and group therapy, peer support, co-occurring therapeutic services and the provision of non-processing skill building groups. The ultimate purpose of this program is for long-term psychiatric stabilization (mental health, substance abuse, and trauma-based disorders), such that the individual may reside in their community with on-going behavioral health services. Due to the time-sensitive nature of this project, this facility is projected to be operational by the awarded bidder by January 1, 2027, contingent upon the date of contract award and licensing of the facility. PROGRAM GOALS The primary goal of the MHRC Program is to act as a transitional placement to divert consumers from State Hospital, eliminate or shorten the need for treatment in an inpatient hospital or long-term care locked facility. Activities in support of this goal include assessment, community functioning evaluation, mental health counseling including individual and group therapy, treatment for co-occurring substance abuse disorders, wellness and recovery based rehabilitative counseling, vocational counseling, case management, medication services, and linkages to community support services. The goal of the diversion program is to restore participants to a functional level of psychiatric stability. RUHS-BH may refer consumers who are in either IST Diversion or Community Based Restoration (CBR). The service offerings that the AWARDED CONTRACTOR will be the standard array of BH complement services provided to all MHRC residents. It is an expectation of the AWARDED CONTRACTOR would be expected to have available competency education and curricula. However, competency evaluations, report writing, and testimony would be handled by RUHS-BH and would not be expected by the AWARDED CONTRACTOR. For IST Diversion consumers only, the Department of State Hospital funding for the program requires that the District Attorney will agree to dismiss all charges once one has successfully completed the psychiatric stabilization program: It is expected that when one successfully completes the IST diversion program that he/she would be competent if competency was to be formally assessed. Additionally, the AWARDED CONTRACTOR is to establish a reliable and effective means of restoring psychiatric stability of those with criminal charges and Serious Mental Illness (SMI) in a community­ based program, rather than in custody. The AWARDED CONTRACTOR will work to provide short- and long-term psychiatric stabilization through the prescription of psychotropic medication, individual and group therapy, and the provision of non-processing skill building groups. The AWARDED CONTRACTOR will offer individual and group substance use disorder (SUD) treatment for those consumers with a co-occurring disorder, including the use of Medications for Addiction Treatment (MAT). All services will be provided from a trauma-informed foundation. PROGRAM OBJECTIVES To provide onsite services and ensure that consumers have a safe, stable, and comfortable living environment. Average length of stay may vary based on client need. RUHS-BH will work collaboratively with AWARDED CONTRACTOR on all client discharges. Client discharge reason will vary depending on client need, court involvement and other factors. Consumers succeeding in completion of program cannot be discharged without long term treatment in place which would include residence to prevent return to homelessness, best practice is a return to community of origin for family and community support. Consumers may or may not have insurance (Medi-Cal, etc.), if they are indigent contractor will purchase any/all medications and bill to contract.
