    Description

    PURPOSE The County of Riverside Purchasing Department on behalf, Riverside University Health System – Behavioral Health, herein after referred to as “COUNTY” or “RUHS-BH”, is seeking proposals from interested and qualified organizations and agencies to provide 24-hour Peer to Peer Mental Health Urgent Care Services at the Mead Valley Wellness Village, 23815 Placentia Ave, Perris, CA 92570 to provide services to persons’ age 5 and above, including youth, adolescents and transitional aged youth, adults, and older adults. Due to the time-sensitive nature of this project, this facility is projected to be operational by the awarded bidder by January 1, 2027, contingent upon the date of contract award and licensing of the facility. BACKGROUND Historically crisis services have been provided at either Emergency Treatment Services or Hospital Emergency Rooms. RUHS-BH clinics and contract providers provide outpatient, inpatient, and residential behavioral health treatment services to residents of Riverside County. This has been a seamless system of care enabling County residents to access mental health services in all regions of the County. We would like to maintain and expand this coordinated system of care by providing behavioral health crisis stabilization services in the form of a Mental Health Urgent Care (MHUC), at the Mead Valley Wellness Village in Perris, CA which will provide treatment to youth 5 and above, transitional young adults, adults, and older adults. We believe it is essential we employ the Foundational Principles of Peer Support as defined by SAMHSA (Recovery-oriented, Person–centered, Voluntary, Relationship-focused, Trauma-informed), in all of our program types. As such, this approach to helping the individual to live healthy, satisfying, and hopeful lives despite limitations and/or continuing effects caused by his/her behavioral health challenges. “Recovery” is to improve their health and wellness, live self-directed lives, and strive to reach their full potential. Services will support the individual in accomplishing his/her desired results. Mental Health Urgent Cares are intended to provide an enriched peer-to-peer community-based alternative to psychiatric hospitalization based on the Recovery Model of values and principles for children, youth and adults experiencing acute psychiatric episodes with or without co-occurring disorders including substance abuse. Services will be provided for up to 24 members at a given time in 2 units of 12 with adults and youth each having their own area of comfort 24 hours a day 365 days a year (24/7). TARGET POPULATION TO BE SERVED To provide MHUC Services to all persons’ ages 5 and above; Services are to be provided at the Mead Valley Wellness Village, 23815 Placentia Ave, Perris, CA 92570. The population to be served will be child, youth, and adult residents of Riverside County (ages 5 and above) who are referred by the RUHS-BH system of care or their designees (e.g., private inpatient psychiatric facilities), stakeholders such as Law Enforcement, Emergency Departments, Mobile Crisis Response Teams, Homeless Teams, SUD Care Coordination Teams, County Clinics, schools, family, friends, and self-referrals. Admissions to the MHUC program may also include persons with short-term mental health disorders that are at imminent risk of psychiatric hospitalization. If a member is LPS Conserved, the member shall receive services on a voluntary basis and/or as authorized by a court appointed conservator. PROGRAM GOALS The primary goals of the MHUC is to provide crisis stabilization services to all persons; youth ages 5 and above, meeting CalAIM DHCS SMH/DMC-ODS access criteria. CONTRACTOR(s) will utilizethe System of Periods of Allowable Treatment for Crisis Stabilization Services as defined by Title 9, §1840.105, 1840.322, and 1840.368. MHUC services are intended to stabilize members in acute crises in order to eliminate or shorten the need for inpatient hospitalization. Activities in support of this goal include assessment, counseling (including individual and group therapy) and peer support, including treatment for co-occurring substance use disorders, Wellness and Recovery based group interventions, case management, medication services including the use of Medications for Addiction Treatment (MAT), discharge planning and successful linkages to community support services with the goal of minimizing the risk of hospitalization, overdose or return to routine crisis based care. For youth 16 years and older the minor can consent to OUD MAT treatment with buprenorphine, for minors under the age of 16 parental consent must be given and documented. PROGRAM OBJECTIVES To provide an outpatient alternative to acute inpatient and involuntary treatment by providing crisis stabilization service lasting less than 24 hours. Services will be provided to or on behalf of a member for a condition that requires more timely response than a regularly scheduled visit. Service activities may include but are not limited to assessment, collateral, medication, MAT, discharge planning, and therapy. Crisis stabilization must be provided on site at a 24-hour health facility, hospital based outpatient program, or at other provider sites, which have been certified by the appropriate Governmental Agency to provide crisis stabilization services. order to establish a Recovery based, welcoming environment the facility design and staffing plan shall embrace a home like setting as much as possible. It is intended that crisis services will be provided on a voluntary basis to persons living throughout the County. The following factors are key elements in developing and sustaining an effective BH crisis diversion facility: The crisis diversion facility model intentionally addresses and overcomes fragmentation and gaps in the service delivery system with alignment and integration. The model crisis diversion facility does not exist in a vacuum. It serves as the hub for the crisis continuum of care and structured care coordination with community-based services to support recovery and stability. Historically in the American BH service delivery system, mental health and substance use services are separated by funding streams, regulations, and divergent treatment cultures. As conventional wisdom and the evidence base grow to support integrated whole-person care, the crisis diversion facility presents not only the opportunity, but the imperative to integrate mental health and substance use disorder services. The model crisis diversion facility incorporates standardized screening, assessment, and provision of evidence-based substance use treatment to address the high number of co-occurring mental illness and substance use conditions among the population relying on the safety net, as well as rampant instance of opioid and other substance use disorders leading to crisis. Model facilities have the capacity to provide a full continuum of Medication Assisted Treatment and other evidence-based SUD services on site and have a robust referral partnership that includes warm hand offs and transportation to assure persons served are effectively linked with SUD services.
