The Board of Garrett County Commissioners of Garrett County, Maryland will accept sealed proposals from qualified consultants to proved design & permitting services for the Meadow Mountain Trail Enhancements Project. The primary purpose of the Meadow Mountain Trail Enhancements project is to advance the trail to a construction-ready (“shovel-ready”) level suitable for competitive bidding under the Maryland Recreational Trails Program (RTP). A critical secondary objective is to substantially improve the overall trail user experience through durable, context-sensitive, and creative design solutions that are appropriate for a managed forest environment and long-term public use. Specific objectives include, but are not limited to: • Evaluating existing trail conditions and user experience by segment; • Identifying and assessing design alternatives, including opportunities for loop connections, trail typologies, and directional or segmented use where appropriate; Improving trail sustainability through drainage, erosion control, and alignment strategies; • Addressing roadway crossings to improve safety, legibility, and continuity; • Supporting agency coordination and permitting necessary for construction readiness; and • Delivering bid-ready design documents suitable for an Invitation for Bids (IFB) under RTP funding. Plan will also specifically assess the demand for winter trail use and evaluate the feasibility of developing interconnected trail systems to enhance the multi-purpose recreational attractiveness of the County.
