    Description

    The Division of Homeland Security and Emergency Services (DHSES) is seeking a vendor to support the expansion of its media literacy education efforts. This initiative builds on the 2025 Media Literacy Toolkit for Educators. The awarded vendor will develop a Teacher’s Guide and education campaign, with creative media products to equip students, parents, and educators with tools to navigate misinformation and disinformation distributed through terrestrial and digital media. The following minimum requirements must be demonstrated by each Proposer: 1. Proposers must have a minimum of five years of experience researching media and/or digital literacy related issues. 2. Proposers must have a verifiable experience developing and implementing media and/or digital literacy curricula across multiple grade levels. Proposers must have verifiable experience developing and implementing educational materials and/or campaigns targeting students, parents, and educators across multiple channels such as traditional broadcast media, social media, and print distribution.
