OCM is seeking proposals from qualified persons and/or entities to design, develop, and deliver online asynchronous training on the topics of the Endocannabinoid System (“ECS”), medical cannabis, cannabis science, cannabis consumer health, and cannabis health equity (collectively “Bidders” or individually “Bidder”). This training is intended for medical practitioners and dispensary pharmacists who are involved in or seeking to become involved in the New York State (“NYS”) Medical Cannabis Program and other parties including, community-based organizations, state and local officials, and other individuals or organizations interested in medical cannabis. A “Practitioner” means an individual who is licensed and registered to prescribe controlled substances and certify patients for the use of Medical Cannabis in New York State. Nothing in this Part shall be interpreted so as to give any such person authority to act outside their scope of practice as defined by title 8 of the Education Law. Additionally, nothing in this Part shall be interpreted to allow any unlicensed, unregistered, or uncertified person to act in a manner that would require a license, registration, or certification pursuant to title 8 of the Education Law. Overall, the training developed through this Request for Proposal (“RFP”) solicitation will provide comprehensive education on the ECS, medical cannabis, cannabis science, cannabis consumer health, and cannabis health equity. These courses will equip practitioners and key stakeholders with the information needed to provide more informed healthcare to consumers who utilize cannabis for adult-use or medical purposes.
