    Description

    The City of Anaheim ("Anaheim") Fire and Rescue ("AF&R") is soliciting proposals from licensed and qualified physicians (“Respondents”) to serve as Medical Director for its Emergency Medical Services (EMS) program. The selected Respondent will serve as the primary medical authority for AF&R, delivering comprehensive oversight across clinical operations, quality assurance, regulatory compliance, and system-wide medical direction. All services rendered must meet or exceed standards established by the Orange County EMS Agency (OCEMSA), the California Emergency Medical Services Authority (EMSA), and all applicable federal, state, and local regulations.
     
    AF&R operates a dynamic, forward-looking EMS system that includes specialized programs such as the Advanced Provider Response Unit, Mobile Integrated Health initiatives, opioid use disorder response, special event medicine, and disaster preparedness. This role carries significant responsibility and requires a physician with hands-on medical direction experience, deep familiarity with California EMS systems, and a commitment to evidence-based prehospital care. The Medical Director will play a critical role in shaping clinical strategy, maintaining a robust continuous quality improvement program, overseeing controlled substances management, and supporting the training and professional development of AF&R's EMS personnel. The selected Respondent will be expected to commit a minimum of twenty (20) hours per month to ensure meaningful, active engagement with department leadership, field personnel, and ongoing program development.

    The selected Respondents will be responsible for performing the services described in the Scope of Services Section in accordance with any performance requirements stated therein (collectively, "Services"). After identifying successful Respondents, Anaheim will negotiate an agreement ("Agreement"), which may include a best-and-final offer. The Agreement must substantially conform to the requirements outlined in the Agreement & Required Provisions Section.
     
    Any resulting Agreement will take effect upon mutual execution, after Anaheim secures all necessary approvals from its approving bodies. Please note the optional interview dates of April 21-22, 2026.
