The County of Fresno, on behalf of the Department of Social Services (Department), is requesting proposals from qualified applicants to provide Mental Health Assessments for Employability to determine the presence or absence of a mental health condition that prevents or limits a General Relief (GR) client’s ability to engage in work- or job-related training. The selected provider shall document the assessment results (see Exhibit B, the GR8085 form). Services are limited to clients referred by the Department from the General Relief program and will be paid for on a fee-for-service basis. The Department’s need for services fluctuates based on client demand. Since July 2021, through June 2025, there were 2,159 assessments completed. The Department is currently paying $85 per assessment. It is the County’s intent to contract with one vendor on a fee-for-services basis, for an initial term of two (2) years (beginning July 1, 2026), with an option to renew for three (3) additional 12-month terms, contingent on contractor performance. The entire agreement term, including optional extensions is expected to not exceed a total of five (5) years.
