    The Contra Costa Transportation Authority (CCTA) seeks an experienced consultant to develop a ModelAgreement and Ordinance for a Countywide Micromobility Operations Program (Study).In response to countywide and local interest in micromobility and the changing Bay Areatransportation system, micromobility is one of the top three implementation priorities of theBoard-adopted Countywide Bicycle and Pedestrian Plan (CBPP). Contra Costa Transportation Authority(CCTA) developed two Policy Papers in 2019, which provided a comprehensive background review andstate of micromobility in the Bay Area and Contra Costa County and identified a list of strategicrecommendations to enable CCTA to advance micromobility across jurisdictions throughout ContraCosta County. One barrier to implementation, establishment, operations, and maintenance of sharedmicromobility systems can be regulatory programs and ordinances that are piecemeal and inconsistentfrom jurisdiction to jurisdiction. Following one of the recommendations from the Policy Papers,CCTA is embarking on a process to aid jurisdictions in coordinating the development of a regulatoryframework to manage bikeshare (human-powered pedal-bikes, seated and adaptive devices, ande-bikes), moped- and scooter-share, and future micromobility countywide across jurisdictionalboundaries.The development of a Model Agreement and Ordinance for a Countywide Micromobility OperationsProgram can incentivize providers to operate in the jurisdictions streamlined and standardizedthroughout Contra Costa County and to increase likelihood of mutually successful programimplementation. Jurisdictions could adopt the entire Model Agreement and Ordinance for theCountywide Micromobility Operations Program as-is or could locally amendadvance-mutually-agreed-upon aspects, as needed, while simultaneously coordinating and sharing withCCTA staff (e.g., to update the countywide template). This scope of work outlines the process ofdevelopment and suggested contents of the Model Agreement and Ordinance for a CountywideMicromobility Operations Program. An optional task for developing an approach to a pilot or scaledandgradual steps toward expansion countywide implementation may be considered in the future. The Study will focus on tasks as described in Exhibit A: Scope of Services, anddescribed below:• Building on background data review already completed as part of the two Policy Papers in 2019,the Consultant will aggregate needed materials related to shared micromobility and analyze theircontents to ensure the Model Agreement and Ordinance for a Countywide Micromobility Program will bebased on the most up-to-date local and regional information, incorporates best managementpractices, and feasibility.• Coordination with local and regional partners and stakeholders can significantly reduce barriersto the success of micromobility systems. Conducting public engagement and outreach to understandthe needs of the diverse stakeholders in the countywide planning area will be of utmost importancefor implementing a successful program and determining improvement characteristics and locations.• Using information gleaned from earlier tasks, a model agreement and ordinance for use andadoption by local agencies will be developed to support a Countywide Micromobility Program inContra Costa.
