    The work, in general, to be done under this contract consist of, but is not limited to preparing the subgrade for construction of the landfill liner, placement of general fill, furnishing and installing landfill liner components and related items, furnishing and installing landfill gas collection piping and related items, electric leak location services, and traffic control, within the limits of Module 5, Phase E all in conformance with the Standard Specifications, and these Special Provisions, unless specified herein, and shall include the furnishing of all tools, equipment, materials, supplies, incidentals, and manufactured articles for the project, all in conformance with State of California, Department of Transportation 2025 Standard Specification and Standard Plans, Butte County Standard Details, and the attached contract specifications and the details as shown on the contract plans entitled Module 5, Phase E Liner System. THIS IS A CONTINUATION OF THE ORIGINAL BID POSTED ON MAY 5, 2026 SEE: Public Purchase: Bid IFB #757-7524-01A - Module 5, Phase E Liner System Project --- QUESTIONS AND ANSWERS --- Q: Can you please provide CAD files? A: The Cad Files have been updated in Addendum. Q: The bid due date is listed as 10:00am on 5/26, which is the day after the Memorial Day holiday. Would you consider postponing the bid date? A: The bid due date has been extended to June 2nd with additional details in the addendum that will be posted by COB Friday, May 22nd. Q: With fuel prices being so high, can you please provide a fuel escalator for red off-highway and also on-highway fuel? A: The County is not implementing fuel escalators at this time. Q: Are Items 8A, 8B, 9, 10A, 10B, 12, 13 and 14 considered (Specialty Items " (S) per Special Provisions section 14? A: Items 8A, 8B, 9, 10A, 10B, 12, 13, and 14 will be addressed in an addendum. Q: Is water for construction use provided onsite or will contractor need to go off site to get water? A: Water will need to be sourced off-site Q: When does the County expect to issue a NTP for the contract? A: Minus any delays related to receiving the winning bidder's performance and payment bonds and certificates of insurance, the county is hoping to release the NTP by July 27th. Q: Section 8 of the Special Provisions states 75 Working Days to complete. This is not enough time to complete a job of this size. Is the County going to increase this? For reference, the last liner system project at this facility was a 1/3 of this job and included more working days, 100. A: The working days will be increased to 120 days, which will be included in the addendum that will be posted by COB, Friday, May 22nd. Q: See questions pertaining to the LCRS Pump & Controller. 1. What is the power supply available? Need Voltage and phase. 2. What lengths of motor lead, level sensor, and suspension/safety cable are required? 3. What is the pumping rate and discharge head needed for each pump? 4. Control panel(s) to be weathertight painted steel, or stainless steel? 5. Any additional control panel features needed, such as an elapsed time meter, top mounted high level alarm strobe, tank full input shutoff, data logging, or other? 6. Any accessories needed, such as discharge adapter through the side wall of the riser pipe, paddlewheel or mag flow meter, air release valve, etc. A: Will be addressed in the upcoming addendum. Q: Assuming a fully executed contract is completed by July 1, 2026, the Liner Materials with testing will be delivered to the site around the end of September 2026. Will the counting of the 75 working days contract time begin after all the Liner materials have been approved and delivered to the project site? A: Once the slope and other preparatory work are complete and all liner conformance testing is complete, working days will be suspended until the liner is delivered; at that time, working days will resume Q: How many LCRS Pumps are there? A: Two, one for initial operation, the second as a backup. Q: Please provide an interface testing requirements and table. A: Will be addressed in the upcoming addendum. Q: Please provide a properties table for the GCL. A: Will be addressed in the upcoming addendum. Q: Does the erosion control blanket in the v-ditches on the benches need to be removed before filling in? A: The Erosion Control Material (ECM) in V-ditches shall be removed before backfilling. Q: How does the 8" LCRS perforated collection pipe terminate at the LCRS Sump? Cap the pipe, valve? A: Will be addressed in the upcoming addendum. Q: Does the 8" LCRS Collection Pipe that is shown in detail 2 on Sheet 11 connect to the HDPE riser pipe shown in Detail 3 on Sheet 15? The paragraph states that access road, new culvert installation, and existing culvert abandonment activities that restrict traffic flow must be completed within a 20-week period. Is the contractor responsible for abandoning the existing culvert, installing a new culvert, and constructing the access road? If so, please provide additional details for this work, including measurement and payment provisions. Under which bid item(s) is this work to be paid? Additionally, the specified 20-week duration equates to approximately 100 working days, which differs from the 120 working days noted in Addendum #2 for overall project completion. Does this portion of work have a separate or earlier completion milestone? Please advise. A: Disregard this paragraph. Q: Is the County providing the Liquid Level controls, pressure transducers and floats for the LCRS Pump? A: The contractor will provide liquid level controls, pressure transducers, and floats for the LCRS pumps. Q: Is the County provided pump and control panel for the LCRS Pump System a new system or is the contractor to remove and re-install existing Module 5 Phase C system? A: This is a new system to be provided and installed by the contractor. Q: What does the LCRS pump discharge connect to? Plans do not show any discharge lines near pump, only up top near existing leachate pond. A: Pump discharge line will be connected at the pump, up the riser, and then transition from the riser flange into a 2-inch diameter HDPE conveyance pipe. That conveyance pipe will tie into the existing conveyance pipe which delivers liquids to the existing surface impoundment. Q: Please clarify whether the Electrical Leak Location Surveyor is to be provided by the Contractor or the CQA Engineer. Special Provisions Section 19 indicates the Contractor is to provide the leak location subcontractor, while the CQA Plan states that this service will be procured by the CQA Engineer. Please confirm responsibility for this scope of work. A: The Contractor is responsible for the Special Provisions Section 19 Electrical Leak Location Survey.
