    The Center for NYC Neighborhoods, Inc. seeks a qualified title services firm to provide statewide title search, title curative services, escrow, closing and settlement services, and issuance of owner’s title insurance policies for properties acquired through the New York State Blue Buffers voluntary buyout program. Services will support the acquisition of flood-risk properties and ensure conveyance with clear, marketable, and insurable title to designated municipal or approved acquiring entities. Respondents must be authorized to perform title services in New York State, possess required licenses and underwriting authority, be registered and in good standing to do business in NYS, and not be debarred or suspended. Firms must demonstrate relevant experience, capacity to operate statewide, compliance with NYS Vendor Responsibility requirements, and ability to meet specified insurance requirements. Subcontracting, joint ventures, and partnering arrangements are permitted. Respondents are strongly encouraged to partner with NYS-certified Minority- and Women-Owned Business Enterprises (MWBEs), Section 3 business concerns, and Service-Disabled Veteran-Owned Small Businesses, consistent with applicable law and program goals. This procurement is funded by New York State Homes and Community Renewal under the Environmental Bond Act of 2022. The Center reserves the right to reject any or all proposals, amend or cancel the solicitation, and select one or more vendors.
