    Description

    The Minnesota Pollution Control Agency (“MPCA” or “State”) invites proposals from qualified, environmental contractors that have statewide expertise in hydrology, geology, climate, land use, land cover, aquatic biology, and water quality to support the MPCA’s Watershed Division on statewide, basin-wide, water body, and watershed scale projects. The State seeks multiple Contractors to provide modeling and watershed services, including modifying and using Hydrological Simulation Program – FORTRAN (HSPF), developing Total Maximum Daily Loads (TMDL) and TMDL reports, assisting with Watershed Restoration and Protection Strategy (WRAPS) updates, and providing watershed analyses, data services, information storage, accessibility, visualization, and dissemination using appropriate geospatial standards and metadata guidelines. The goal of the Watershed Master Contract is to support the State in investigating, modeling, and documenting water quality data and actions to improve water quality. The State has adopted a watershed approach that uses a 10-year cycle of water quality assessment, watershed analysis, public participation, planning, implementation, and measurement of results. This approach facilitates a cost-effective and comprehensive characterization of multiple water bodies and overall watershed health, including both protection and restoration efforts. As the MPCA moves into the second cycle of the watershed approach, work will be completed internally, with local partners, and utilizing this Watershed Master Contract. The Scope of Services is divided into two Categories of Service described below. The evaluation of each Proposer’s capabilities to perform the scope of services shall be based primarily on the tasks performed in those categories. Multiple Contractors (the number for each Category of Service has not yet been determined) are being sought to conduct the tasks statewide referenced in the following Categories: Category 1: Hydrological Simulation Program – FORTRAN (HSPF) modeling. Category 2: Watershed Services. Proposers should refer to the Scope of Service for each category for specific requirements. The Watershed Master Contract period will be a 5-year term, anticipated to start on July 1, 2026. The total amount of money available for work under this Master Contract is approximately $3,500,000.00 (Three Million Five Hundred Thousand Dollars) for five years between all Master Contracts issued under this RFP. No payments will be made except for work authorized by a Work Order that is issued by the State. No minimum payment is guaranteed by the State.
