Background

Las Virgenes Municipal Water District (LVMWD) owns 393 miles of potable water main infrastructure. As the system continues to age and deteriorate, one of LVMWD’s primary goals is to cost-effectively sustain desired service levels through proactive infrastructure management and replacement. To accomplish this, LVMWD has initiated a Potable Water Main Rehabilitation and Replacement Program.

Evaluation Criteria

• Project Understanding (25 pts) —

  The ability to provide a comprehensive and understandable scope of work.

• Proposal Cost (30 pts) —

  Cost of proposal in terms of overall value to the District.

• Design Expertise (15 pts) —

  Expertise in the field related to the proposed project as demonstrated by project examples.

• Personnel Experience and Qualifications (15 pts) —

  The experience and qualifications of assigned personnel.

• Project Schedule and Management (15 pts) —

  The anticipated duration for the project's design, QA/QC procedures and overall management strategy to ensure the timeline is met and work is completed within established budgets.
