    Description

    The Town of Farmville is seeking proposals from qualified Vendors to provide municipal recycling collection services (with solid waste collection option) for the Town of Farmville, Virginia. The required services and performance conditions are described in the Scope of Work (or Services).

    Background

    The Town of Farmville is a center of trade, education, law, and finance for a seven-county area that makes up “Virginia’s Heartland.” The Town is located in both Cumberland and Prince Edward Counties. The largest municipality between Richmond and Lynchburg, Farmville is within an hour of both. The Town, formed in 1798, serves as the county seat of Prince Edward County. In addition to serving as the hub of economic activity for a regional population of approximately 120,000 people, Farmville attracts many visitors who come to enjoy its shopping, history, cultural, educational, and outdoor activities.

      Questions and answers:

      Q:  Who is currently servicing the recycling and solid waste? 

      A:  The Town currently handles collection of recycling and solid waste. 

      Q:  The RFP states we must note any exceptions we have. Would you allow an alternative proposal? We have an idea that would be beneficial to the Town and Vendor. 

      A:  In order for the RFP to be considered as a complete submission, all instructions/requirements in the RFP must be completed as outlined. However, if you wish to submit an alternative proposal in addition, you may do so under Section 4. 

      Q:  How much are the residents charged for the recycling service? 

      A:  There is a fee of $11 added to their monthly water/sewer bill for all sanitation services. 

      Q:  How is the waste collection currently handled? 

      A:  The Town collects the waste via roll-out carts with a side loader truck. Town residents are collected once per week. Town businesses are collected three times per week.
      Q:  How many homes currently participate in the recycling program? 
      A:  We do not have those numbers available. 
      Q:  Could you please provide cart count for residential and commercial accounts. 
      A:  3,806 (Attachment E-Cost Proposal and Bid Response, Item C) 
      Q:  How many residential valet or alternative collection locations exist currently 
      A:  22 residents require assistance with trash and recycling services, as they are unable to transport their materials to the curb. 
      Q:  How may tons of MSW & recycling were collected and disposed of or processed last year?
      A:  MSW: 22,668.03 Tons Cardboard: 119.64 Tons Recycling: 50.83 Tons 
      Q:  Where does the Town take the Trash and Recyclable Materials? 
      A:  Currently, the trash is taken to the Prince Edward County landfill. Recyclables are received and processed by Steps, Inc. 
      Q:  Would the town consider the elimination of the bags for recycle separation and go to a full carts system for comingle recycling. 
      A:  We would have no problem with the additional option of the use of a co-mingled collection cart in place of separate bags. However, in order for the RFP to be considered as a complete submission, all instructions/requirements in the RFP must be completed as outlined. However, if you wish to submit an alternative proposal in addition, you may do so under Section 4. 
      Q:  The RFP requires an office be maintained in the town. Would the town consider allowing the contractor to be located within 30 -45 minutes of the town. 
      A:  We have no concerns with the office being located out of Town, provided it is within approximately 30 to 45 minutes of the Town. 
      Q:  If necessary, can the existing routes be change for operational/financial efficiency? 
      A:  It would be considered. 
      Q:  Would the town consider adding carts to the OCC recycling program but still allow extra or larger OCC stacked beside the cart.
      A:  It would be considered. 

    Evaluation Criteria

    • Quality and completeness of proposal (10 pts)
    • Offeror's compliance with applicable laws (10 pts)

      Regulations, policies (including Town Council policies), guidelines and orders government prior or existing contracts performed by the contractor.

    • Quality, performance and effectiveness of the soluction, goods and/or services to be provided by the Offeror; Abillity to ensure hygiene and minimize waste (10 pts)
    • Offeror's experience (10 pts)

      The experience of staff to be assigned to the project, the engagements of similar scope and complexity; Offeror's prior record of performance with Town or others in similar venues.

    • References (10 pts)

      At least three references, to include recent experience,k contract sizes, duration of the relationship

    • Cost to the Town (40 pts)

      The Town shall not use the lowest responsible bid criteria in selecting a qualified Proposal. Cost, as listed above, is one of several criteria utilized by the Town in selecting the most qualified Proposal and the Town is, therefore, not required to accept the lowest bid.
