Ipas Mozambique is a member of the global Ipas Impact Network and operates as a branch office of Ipas US.SUMMARYThe Project Close-Out and Asset Management Specialist under the supervision of Deputy Operation Director, ensures the compliant and fully documented close-out of all assets and facilities financed under SIDA funding, in accordance with the Grant Agreement, SIDA General Conditions, and internal policies. The role oversees asset verification, reconciliation of the asset register, valuation, and donor-approved disposition processes, while ensuring a complete audit trail and mitigating fiduciary, financial, and legal risks during project closure.RESPONSIBILITIES Asset Disposal Management • Review the asset register, including vehicles, equipment, IT assets, furniture, and office supplies. • Classify assets for disposal, transfer, donation, sale, or write-off in accordance with donor and organizational policies. • Develop and implement a Donor-approved Asset Disposal Plan. • Coordinate asset transfers or donations to partners, government institutions, or other approved entities. • Support asset sale or disposal processes, ensuring transparency and value-for-money. • Ensure proper asset handover documentation, including signed transfer or disposal forms, pictures and other relevant proof. • Update asset records and ensure final reconciliation with Finance.Office Premises Closure • Review lease agreements and support formal lease termination processes. • Coordinate office decommissioning activities, including removal of assets, equipment, and branding. • Oversee basic restoration works and final cleaning, in line with lease conditions. • Support the closure of utility accounts and reconciliation of outstanding payments. • Facilitate joint exit inspections with landlords and obtain handover and clearance certificates.Compliance, Documentation & Audit Support • Ensure all processes comply with donor requirements (SIDA /GAC), internal controls, and local regulations. • Maintain complete and well-organized documentation for audit purposes. • Prepare an Asset Disposal and Office Closure Report, summarizing actions taken, approvals obtained, and final outcomes. • Support internal and external audits related to asset management and office closure.Coordination & Reporting • Work closely with Finance, Procurement, Logistics, IT, and Program teams. • Provide regular progress updates to management. • Flag risks, delays, or compliance issues and propose mitigation measures.Deliverables • Approved Asset Disposal Plan • Updated and reconciled Asset Register • Signed Asset Transfer / Disposal Forms • Office Closure Checklist and Handover Certificate • Final Asset Disposal and Office Closure ReportQUALIFICATIONS AND EXPERIENCE REQUIRED• University degree in Logistics, Procurement, Finance, Business Administration, or a related field. • Minimum 5 years’ experience in NGO operations, asset management, procurement, or project close-out. • Proven experience with asset disposal and office closure in donor-funded projects. • Strong knowledge of donor compliance requirements (SIDA, USAID, GAC preferred). • Excellent organizational, documentation, and reporting skills. • Ability to work independently and meet tight close-out deadlines.Core Competencies • Strong attention to detail and compliance orientation • High ethical standards and accountability • Excellent coordination and communication skillsNOTES IPAS is strongly committed to providing a work environment free from all forms of harassment, discrimination and inequality.
