    A. Strategic Objectives and Key Actions 1. Deliver the NFA O-305 course consistent with National Fire Academy curriculum requirements. 2. Enhance regional capability to manage hazardous materials incidents using Incident Command System (ICS) and Unified Command principles. 3. Strengthening coordination between emergency management, response agencies, and supporting partners during hazardous materials incidents. 4. Ensure course delivery reflects real-world operational environments and practical application relevant to participating jurisdictions. B. General Requirements 1. Ability to adapt instructional delivery to meet the operational needs and experience levels of diverse participant groups. 2. Design and facilitate scenario-based training tailored to jurisdiction-specific risks. 3. Work with IMT and EOC operations and with emergency management and response agencies. 4. Demonstrate professionalism and positive working relationships within emergency management and response communities. C. Scope of Services 1. Develop the exercise, including all written documentation and evaluation materials. 2. Incorporate the use of the Linn Benton Alert System into planning and execution of the course exercise scenario. 3. Build the course around a hazardous materials transportation traffic accident occurring in Benton County, Oregon, specific location is to be determined. 4. Conduct the course according to Homeland Security Exercise and Evaluation Program (HSEEP) standards. 5. Facilitate a structured hotwash following the course. D. Scenario-Based Training Application 1. Curriculum Alignment - Design and facilitate a scenario-based exercise strictly mapped to NFA O-305 learning objectives. 2.
