Santa Fe AvenueThird FloorVernon, California90058 County: Los Angeles Other Details: Project DescriptionThe City is preparing to re-assess the integrity of its ten-inch natural gas transmission line as required by the Pipeline Hazardous Materials Safety Administration (PHMSA).The length of pipeline to be pigged is 4.1 miles. The entire line is under streets in the City, as shown in Exhibit C of this RFP. The section of pipeline to be pigged has approximately 20 buried ells. Most of the ells are to enable the pipeline to dip under substructures, such as a storm drain, or a buried telecommunication line. Excavated ells have been measured to have a radius of 1.69 times the diameter (1.6D), exceeding the minimum radius requirement for most instruments of at least 1.5D.Prior to the initial in-line assessment in 2013, the City modified its transmission line and constructed a launcher and receiver capable of handling the pigging instruments. Both portable traps are located safely and conveniently off the street adjacent to the City’s distribution system regulator stations. After an initial transit of a caliper/geometry instrument, the pipe was altered in two locations to smooth sharp curves.When the ILI Contractor arrives, the launcher and receiver will be assembled and ready to operate. Drawings for the traps and reconfiguration of the pipeline are included in Exhibit D of this RFP.Natural gas will be used to propel the pigs with an expected supply pressure range of 300 to 400 pounds per square inch gauge (psig). During pigging operations, differential pressure will be controlled using upstream and downstream valves. Drive gas will be diverted through the receiverinto Vernon's gas distribution system.A map of the City’s gas transmission system is included (Exhibit C of this RFP).
