The City of Needville is located in western Fort Bend County, 10 miles southwest of Rosenberg and 14 miles from the county seat of Richmond. Fort Bend County has experienced a population explosion accompanied by rapid housing development in areas of the county closer to Houston, with the effects of this growth getting closer to Needville every day. The city is 1.7 square miles in size, although its extraterritorial jurisdiction (ETJ) covers roughly 23 square miles.
Needville is connected to U.S. 69 by State Highway 36 (S.H. 36) to Rosenberg and F.M. 360 (Main Street) to Beasley. Port Freeport lies 46 miles away at the south end of S.H. 36
CRITERIA FOR SOQ ACCEPTANCE
A contract will be awarded by the City to only a responsible firm or individual. To qualify as responsible, a prospective consultant must meet the following criteria as they relate to this request for SOQ’s:

The City’s commercial area developed slowly over the years. The average age of the buildings in Downtown is over 50 years of age. The City seeks to leverage the expansion of Highway 36 as well as the regional growth patterns to begin revitalizing downtown and the commercial areas.
The City of Needville seeks to create a redevelopment plan to define the bounds of the city’s historic business district. The plan should assess the existing assets and establish a realistic vision with tangible steps towards revitalization and expansion with the city’s vision and mission at the forefront. The project is expected to provide an implementation guide with recommended catalyst projects.

CONTRACT
If selected, the successful consultant will enter into good faith negotiations with the City to determine mutually acceptable compensation, scope of work, and other provisions to be incorporated into a contract. The contract will be subject to the Standard Terms of the City’s General Services Contract, a copy of which is included for reference as Attachment 1. Any exceptions to the City’s Standard Contract Terms shall be included in consultant's Proposal.
At the time of the negotiation of the contract, a payment schedule will be agreed upon between the City of Needville and the consultant. Complete payment will be tied to the successful completion of all work elements in the consultant's SOQ, to the City's satisfaction.

Statements of Qualifications made must be received by 2:00 p.m., Tuesday, March 31, 2026, by the City Secretary for the City of Needville.

• Analysis and assessment of existing conditions, alignment of stakeholders and definition of the bounds of the historic downtown district.
• Define of “Success” in redevelopment. Building consensus among stakeholders around a central vision for redevelopment including the identification of desired land uses, development character, design elements and standards, landscaping and green space expectations and profiles.
• Build community consensus around the plan through stake holder groups and general public input process
• Create a sense of place and gather spots throughout the area. Including identification of public spaces and projects.
• Create an strategy for parking within the district to serve all included properties
• Identify the desired architectural style and thematic elements for district that ties to city branding and image development.
• Create an action plan, tentative costs and guide including recommended catalyst projects.
• Identify potential resources and support for redevelopment.
Additionally, the consultant will be expected to:
1. Submit company’s SOQ;
2. Meet with the Project contact, if requested;
3. Attend City Council meeting(s), if recommended for a consulting contract.
4. Negotiate a contract for services to be performed.
CONTENTS OF Statement of Qualifications (SOQ)
The consultant's SOQ shall contain the following information: Any SOQ submitted without all of the information requested below will be considered as non-responsive.
A. Statement of qualifications including a summary of current and previous projects.
B. Summary of current project activities of a similar nature with client names being undertaken by your firm (including dollar amount and contact persons).
C. Submit any other pertinent information on the firm's ability to carry out the contractual responsibilities; including such things as equipment, use of sub-contracts, and special knowledge of the project area or activity being considered.
D. Provide a list of persons, and their classification, who will be assigned to this job.
E. Provide a resume of all employees who will be assigned to this project, including a listing of projects having similar work.
F. Provide a detailed scope of work on how you propose to handle this type of effort.
G. The SOQ shall be signed by an individual authorized to bind the consultant, and shall contain a statement to the effect that the qualification statement remains in effect for a ninety (90) day (or more) period. It must include the name, title, address, and telephone number of individuals with authority to negotiate, and contractually bind the company, and also who may be contacted during the period of Proposal evaluation.
