    The City of Avondale (the “City”) is issuing this Informal Request For Proposals (this “RFP”) seeking proposals (“Proposals”) from qualified, licensed firms (“Vendors”) interested to provide all material and labor required as describe in the section title Scope of Work on an as-needed basis (the “Services”) for a period of one year, with four renewable one-year options, as set forth in the Sample Professional Services Agreement.

    Q (Where is the Preparation/Submission of proposal section?): I see you reference the Preparation/Submission of proposal section for drafting the cover letter but I actually cannot locate the section in this RFP. Can you advise or provide guidance?

    A: Preparation/Submission is under section 2.2.


    Q (No subject): Where do I find Section 2.2? Where do I find Past Performance Verification Evaluation forms?

    A: Section 2.2 is under section 2. RFP Process; Award of Agreement. The Past Performance Verification Form can be found under Downloads - Attachment A


    Q (Awarded Contracts): Can you clarify the anticipated number of firms that will be awarded contracts as a result of this RFQ? Several places in the RFQ refer to “The selected Vendor.”

    A: The City may, at its discretion, award to one or more vendors under this solicitation if it is determined to be in the best interest of the City.


    Q (Contract Value): On page 12 of the RFQ under the Byrd Anti-Lobbying certification, it states “Are you submitting a proposal for an award exceeding $100,000?” What is the anticipated contract value?

    A: The anticipated contract value includes an annual not-to-exceed amount of $100,000. Vendors should use this amount when responding to the Byrd Anti-Lobbying certification question.


    Q (Avondale RFP and joint venture proposals): Is the Avondale RFP open to joint venture proposals from 2 firms?

    A: A joint venture proposal may be submitted. Please section 4.2.C.to identify key positions with the proposal.


    Q (Evidence of Certification): According to Amendment 1, the City would like the resumes attached as an Appendix to the SOQ and “evidence of certification.” Would certification numbers and expiration dates included on their resumes be sufficient or is the City looking for actual certification copies to be included in addition to the 2-page resumes in the Appendix?

    A: The City would like copies of the relevant certifications.


    Q (References): On page 3 of the RFQ it states in 2. References. Is this in reference to the PPVFs to be submitted by our clients? If not, please provide more details of what is needed.

    A: The term "References" is referring to the requested PPVFs.


    Q (Project Schedule): On page 3 of the RFQ it states in 3. Project Schedule shows as “if required.” Is a Schedule required?

    A: This solicitation does not require a project schedule.


    Q (Certificate of Good Standing): We are assuming the certificate of good standing should be included in the Appendix and will not be included in the page count. Can the City confirm?

    A: This is correct.


    Q (Past Performances Verifications Evaluations): For ongoing similar professional services agreements (with annual renewals), is the project considered "substantially complete" if the agency has renewed after the completion date of the original agreement? Reference : Section 4.2.B subsection b line iv. (Page 8, Zero points, if:)

    A: Yes, for similar ongoing professional services agreements.
