    NOTICE TO CONTRACTORS Public Notice is hereby given that sealed bids will be received either electronically at http://www.centralbidding.com or at the office of City of Carencro, located at 210 East St. Peter Street, Carencro, Louisiana 70520, until two o'clock p.m. (2:00) central standard time on the 14th day of May 2026 for the following: NGDISM Gas Replacement and shall at that time and place be publicly open and read aloud in City Hall. Bids received after the above specified time for opening shall not be considered and shall be returned unopened to the sender. The base bid work shall consist of, but is not limited to, replacing approximately 30,000 linear feet of 2” cast iron gas main with 2” PE gas main, installing approximately three hundred (300) service taps with approximately 21,400 linear feet 1” PE service line, installing one (1) subsurface coulee crossing and removal of one (1) existing gas regulator station. Alternate No. 1 work includes removal of four (4) existing gas regulator stations and relocation of one (1) existing gas regulator station. Alternate No. 2 work includes installing three (3) subsurface coulee crossings. Bid related documents may be downloaded at http://www.centralbidding.com. If contractor elects to use electronic bid submission, the contractor is responsible for investigating and complying with electronic bid submission with and through the electronic bidding service. It is recommended that bidders navigate the service in advance to upcoming bid deadlines. Bidders submitting bids electronically are required to provide the same documents as bidders submitting through the mail or by hand delivery. Regardless of the bid results, the bidder will have 48 hours from the opening of the bids to provide the City of Carencro the original documents. Only a bid bond shall be submitted as the bid security. Electronic copies of the bid bond shall be included with the electronic bid. If a vendor fails to provide the original hard copies of these documents within 48 hours of the bid opening, their bid shall be considered non-responsive. Bids must be signed in accordance with LRS Title 38:2212(B)5. A Corporate Resolution or Certificate of Authority authorizing the person signing the bid is required to be submitted with bid. Failure to submit a Corporate Resolution or Certificate of Authority with the bid shall be cause for rejection of bid. The project is to be exempt from sales and use taxes imposed by any taxing authority. The successful contractor / subcontractors will be required to submit the appropriate tax exemption form R-85012-T (Public Projects Contractor / Subcontractor: Sales Tax Certification and Exemption Application – Louisiana Revised Statute 47:305.7(A)(1)(b)) to the Louisiana Department of Revenue for each contract / subcontract associated with the work. Deposits on the first set of documents furnished bona fide to prime bidders will be fully refunded upon return of documents no later than ten (10) days after receipt of bids. On other sets of documents furnished to bidders the deposit less actual cost of reproduction will be refunded upon return of the documents no later than ten (10) days after receipt of bids. There will be a non-mandatory Pre-Bid Conference at Carencro City Hall on April 30th, 2026 at 2:00 p.m. Physical street address of City Hall is 210 East St. Peter Street, Carencro, LA 70520. Each bid shall be accompanied by a bid bond payable to the City of Carencro, the amount of which shall be five percent (5%) of the base bid plus additive alternates. Bid bond shall be written by a surety or insurance company currently on the U.S. Department of the Treasury Financial Management Service list of approved bonding companies which is published annually in the Federal Register, or by a Louisiana domiciled insurance company with at least an A- Rating in the latest printing of the A.M. Best's Key Rating Guide to write individual bonds up to ten percent of policyholders' surplus as shown in the A.M. Best's Key Rating Guide, or by an insurance company in good standing licensed to write bid bonds which is either domiciled in Louisiana or owned by Louisiana residents. The bid bond shall be issued by a company licensed to do business in Louisiana and who is under contract with the surety company or bond issuer as a licensed agent in this state and residing in this state. The bid bond shall be given as a guarantee that the bidder shall execute the contract, should it be awarded to him, in conformity with the Contract Documents within thirty (30) days. No bidder may withdraw his bid for at least forty-five (45) days after the time scheduled for the opening of bids unless the withdrawal is in accordance with LA R.S. 38§2214.C. Each bid shall be submitted only on the bid form provided with the specifications. The successful contractor will be required to execute performance and labor and material payment bonds in the full amount of the contract as more fully defined in the bid documents. Bids will be evaluated by the City of Carencro based on LA Bid Law statutes, including the lowest responsible bid submitted which is also in compliance with the specifications. The City of Carencro reserves the right to reject any and all bids for just cause as allowed by LA R.S. 38§2214. Contractors or contracting firms doing work which is classed as “Hazardous Materials” or any subclassifications, shall be properly licensed when the work to be performed is $1.00 or more. Contractors or contracting firms submitting bids for work besides Hazardous Materials, shall be properly licensed for any work in the amount of $50,000.00 or more. All such bidders shall certify that they are licensed contractors under Chapter 24 of Title 37 of the Louisiana Revised Statutes of 1950. A) QUESTIONS AND ANSWERS 1)Question: Is the installation alignment of the gas to be placed exactly as shown on the plans? a.Answer: The construction plans show other planned water projects adjacent to or near the proposed gas main improvements. The intent of this is to notify the gas contractor of the other planned projects to avoid moving the proposed gas mains to a location that is already intended for other planned improvements. Contractor can move the proposed gas main with approval of the project engineer to meet field conditions while keeping the other planned projects in mind. Due to there being multiple utility projects occurring simultaneously in the City of Carencro, (2 water, 1 gas), gas contractors will need to coordinate construction schedule with Project Engineer to avoid conflict with other projects. Water contractor will be expected to coordinate schedule in the same manner. 2)Question: Is there any existing covered warehouse area that can be used by the gas contractor? a.Answer: No, but there are ample existing City of Carencro owned property available for staging. Contractor can use his own containers, fencing and locks at the staging areas. 3)Question: Can the contractor use closest available City of Carencro water (from nearest hydrant) for his camera operations and/or hydro-vac operations? This would greatly reduce costs and time. Water usage would / could be metered. Contractor stated this is typical for most municipalities. a.Answer: See Section C – Special Provisions – ARTICLE 6 – SEQUENCE AND SCHEDULE OF OPERATIONS for availability of water from fire hydrants adjacent to gas main improvements. The Contractor shall be responsible for all costs associated with water usage. 4)Question: Can the contractor dispose of sewer debris from camera inspection operations in the City of Carencro? a.Answer: No. All sludge, dirt, sand, rocks, grease, and other solid or semisolid materials removed for the sewers and manholes during the cleaning operation shall be drained of water and transported to an approved dumpsite at the Contractor’s sole expense. City of Carencro does not have an acceptable site for disposal of said materials. 5)Question: Can the contractor dispose of mud created from any hydro vac operations in the City? a.Answer: Yes, disposal of mud created by hydro-vac operations can be disposed of at site on Cormier Road. This disposal shall be coordinated with the City of Carencro Gas Superintendent. 6)Question: What are the limits of any pre-camera inspection? a.Answer: Determined by the Contractor’s discretion. 7)Question: What is the cost estimate for the project? a.Answer: The cost estimate is $3,000,000.00 (Base Bid + Alternate No. 1 + Alternate No. 2) 8)Question: Does the contractor need to map each weld and report a certification on each weld made? a.Answer: Yes. See Section 6 of the City of Carencro Gas Distribution System O&M Manual for testing and reporting requirements. 9)Question: Is the provided pricing inclusive of installing a valve along with a valve box? a.Answer: Yes. The pay item shall include the installation of both the valve and valve box. 10)Question: Will this project require a third-party inspection company? If so, who will be responsible for the associated costs? a.Answer: Contractor shall be required to inspect welds with qualified personnel and provide documentation of approved weld to Owner. 11)Question: It states that all pre-job photos must be printed and maintained in a three-ring binder—will a digital submission format be acceptable? a.Answer: Yes. A digital submission will be acceptable, but a detailed index will be required to match the photo with the address. See Technical Specification Section NS-736-Construction Photographs and Video. 12)Question: What are the required testing procedures for this project? The O&M manual did not provide much detail. Additionally, who is responsible for approving tests prior to gas-up? a.Answer: See Section 6 of the City of Carencro Gas Distribution System O&M Manual. Test results will need to be confirmed with City of Carencro’s inspector. 13)Question: Will we be tying into any cast iron piping? a.Answer: No. The intent of this project is to remove all cast iron from the distribution system. 14)Question: What are the allowed working hours for this project? Should we follow city work-hour restrictions? a.Answer: Yes. Contractor shall follow the City of Carencro’s work hour restrictions between the hours of 8:00 p.m. and 7:00 a.m. on weekdays and between the hours of 8:00 p.m. and 9:00 a.m. weekends per "Sec. 22-154. - Restricted Uses and Activities" from the City of Carencro Code of Ordinances. No work will be permitted on City of Carencro recognized holidays as listed in ARTICLE 6 - CONTRACT TIME of the General Conditions. 15)Question: If field conditions require a change in the work plan (such as shifting to the opposite side of the road), would this be permitted under the current permit, or would additional approval be required? a.Answer: Any change in alignment will need to be verified with the project engineer prior to installation. Any changes in alignment to the proposed gas main within the DOTD right-of-way will require approval from their permit office as well as the project engineer. 16)Question: Are the 2" tie-ins between bores, open-cut main installations, or both? Please provide clarification. a.Answer: In the scenario where a bore requires a pit to connect to a second run of pipe, the entire length will be paid for as bore regardless of how many pits are needed. 17)Question: Will we be allowed to carry gas with us during construction? a.Answer: Yes. Contractor is not required to install all gas main on project prior to pressure testing and putting portions of the project into service. 18)Question: What documentation is required for steel welding inspections? a.Answer: See Section 6 of the City of Carencro Gas Distribution System O&M Manual for testing and reporting requirements. 19)Question: Please confirm if we are allowed to begin work at any location on the project, or if there is a required sequence or designated starting point. a.Answer: See Section C – Special Provisions – ARTICLE 6 – SEQUENCE AND SCHEDULE OF OPERATIONS for required sequence of construction. b.See attached sequencing map in the Special Conditions section of the specifications. 20)Question: For fusion work, are we required to provide certifications for fusion-qualified personnel? a.Answer: Yes. 21)Question: Can you provide additional clarification on the overall scope of the 1” Inline Plug where noted? a.Answer: See detail on plan sheet 002a. Inline plug being used for Odor Test Station. Location shown on Sheets 074 and 078.
