    Description

    The City of Portsmouth is seeking an experienced and qualified firm or team of firms to respond to NH Seacoast Greenway Rail to Trail. Proposals are to be submitted via the City's e-Procurement Portal via https://procurement.opengov.com/portal/cityofportsmouth. Proposals will be accepted until 2:00 pm on Thursday, June 25, 2026.

    The project is intended to create two trailhead facilities located on city-owned land that will connect users to the New Hampshire Seacoast Greenway; one located along Borthwick Avenue and another on Banfield Road that will include paved parking areas for trail users, concrete pads and enclosures for portable restrooms, bicycle racks, trailhead kiosks and wayfinding signage, landscaping and a seating area.

     

    The City of Portsmouth has received funding for this project through the New Hampshire Housing and Urban Development (HUD) grant program. As a condition of this award, the project shall comply with all applicable HUD grant requirements, policies, and guidelines. All work performed under this contract must meet HUD standards for procurement, reporting, documentation, labor compliance, and all other administrative and regulatory obligations associated with HUD‑funded projects
