NOTICE OF INTENT TO PROCURE NEW DESIGN BUILD SERVICES FOR ELECTRIFICATION, RESILIENCE, AND COMPREHENSIVE MODERNIZATION AT NYCHA’S HOUSING DEVELOPMENTS The New York City Housing Authority (“NYCHA”), through its Capital and Asset Management Division, intends to initiate a competitive, two-step procurement process for design-build services at housing developments in Queens, Brooklyn and in the Bronx. The process will involve a single Request for Qualification (RFQ) and three subsequent Requests for Proposal (RFP) for each of the below project scopes. The first project scope includes work at one (1) 6-story building (83 units) and four (4) 10-story buildings (423 units) in Queens and one (1) 6-story building (96 units) in the Bronx at which work may include, but is not limited to (i) plumbing and waste infrastructure replacement, (ii) repairs to kitchens and bathrooms (iii) replacement of the existing steam energy system with new electric heat and hot water systems using heat pumps, and electrical upgrades, (iv) flood mitigation strategies to prevent future flooding, (vi) elevator modernization at one site, and (vi) related services for abatement of asbestos/lead/mold, and temporary resident relocation. The project rough order of magnitude (ROM) is $95 million to $110 million. The second project scope includes work at one (1) 6-story building with 90 apartment units and one (1) 5-story building with 16 apartment units in the Bronx. The scope at these buildings may include but is not limited to (i) flood damage repair and flood mitigation strategies to prevent future flooding, (ii) replacement of the existing steam energy system with new electric heat and hot water systems using heat pumps, and (iii) window replacement. The project rough order of magnitude (ROM) is $20 million to $30 million. The third project scope includes work at sixteen (16) 6-story buildings and four (4) 11-story buildings in Brooklyn at which work may include but is not limited to (i) plumbing and waste infrastructure replacement and (ii) flood damage repair and flood mitigation strategies to prevent future flooding. The project rough order of magnitude (ROM) is $40 million to $50 million. NYCHA seeks integrated design-build teams capable of delivering end-to-end services, including design, hazardous material abatement as required, construction, resident engagement, and relocation services as required. The first project aligns with NYCHA’s Comprehensive Modernization framework; all three projects align with NYCHA’s IDA Resilience Program funded with Federal, City and State funding. All three projects are intended to support recovery and resilience against future flooding and improve overall conditions to improve residents’ quality of life. NYCHA anticipates advertising a single Request for Qualifications (RFQ) in the City Record in May 2026. Teams will provide Statements of Qualifications (SOQs) for the specific project(s) they are interested in and will be evaluated in accordance with the RFQ. The highest-ranked teams will be invited to participate in the second phase of the procurement through a Request for Proposals (RFP) for each of the three projects. This Notice of Intent (“NOI”) is issued solely for informational and planning purposes to alert interested firms to the anticipated solicitation. This notice does not constitute a solicitation.
