      The Agency hereby provides notice that it intends to enter into a sole source contract per Richland County School District Two Code §11-35-1560 with Vendor for the following supplies, services, information technology, or construction: Curriculum Associates, Inc.

      In 2024, Richland Two issued a Multilingual Learner Program (MLP) Data Management and Instruction Platform Request for Proposal that was awarded to Curriculum Associates for its Ellevations & Strategies  system including their data management and strategies platforms, with the option to renew for four subsequent years.

      Curriculum Associates has now added a benchmark testing platform named Ellevation Benchmark to their suite of Ellevation products. This system feeds 20-minute, domain-level language proficiency data directly into student profiles. This allows educators to view real-time assessment results alongside historical data, using these insights to instantly select targeted instructional strategies within the same platform. This new system is unique to the district as it will allow ML teachers to assess their students three times throughout the school year to get up-to-date data for instructional decisions rather than relying on the annual WIDA ACCESS scores.

      Ellevation benchmark scores will automatically upload into the data management system, allowing ML teachers and administrators to easily see students’ benchmark scores right alongside their WIDA ACCESS scores in one place. With the purchase of the benchmark testing system, it allows for all three components to be streamlined within one platform which will allow a continuous loop where data from assessments directly drives instructional action and professional learning for teachers, all within a unified platform, which enables teachers to work more effectively and efficiently.

      PROTESTS:

      Any actual or prospective bidder, offeror, contractor, or subcontractor aggrieved in connection with the intended award or award of this sole source contract, shall notify the Chief Procurement Officer in writing of its intent to protest within five (5) business days of the date this notice is posted. Any actual or prospective bidder, offeror, contractor, or subcontractor who is aggrieved in connection with the intended award or award of this sole source contract and has timely notified the Chief Procurement Officer of its intent to protest, may protest to the Chief Procurement Officer in the manner set forth below within five (5) days of the date this notice is posted; except that a matter that could have been raised as a protest of the solicitation may not be raised as a protest of the award or intended award of a contract.

      A protest must be in writing, filed with the Chief Procurement Officer, and set forth the grounds of the protest and the relief requested with enough particularity to give notice of the issues to be decided. The protest must be received by the Chief Procurement Officer within the time provided above.
