      The Agency hereby provides notice that it intends to enter into a sole source contract per Richland County School District Two Code §11-35-1560 with the Vendor for the following supplies, services, information technology, or construction:  Goalbook dba Enome, Inc. in the amount of $76,875.00.

      Goalbook is an online toolkit that offers Special Educators assistance with IEP writing along with UDL (Universal Design for Learning) classroom strategies. Goalbook allows Special Educators to input data for students and then Goalbook will generate a draft narrative for the Present Levels section of the IEP along with the Impact Statement of the student's disability. This will allow more cohesive writing across Richland School District Two.

      Goalbook also assists Special Educators with developing SC State Standard aligned IEP goals. With RSD2 moving towards Co-Teaching and Inclusionary practices, this will require Special Educators to write goals aligned with the SC State Standards that are taught within the General Education classroom. Goalbook will develop goals based on the area of deficit that the Special Educator inputs for the student and align it to the skills necessary in the SC State Standards. Goalbook also offers a toolkit of UDL strategies that can be implemented by Special Educators and General Educators, these strategies can be used in Inclusion Classrooms.

      Richland School District Two intends to secure services with Enome, INC., (Goalbook), for a proprietary IEP software platform to align learning goals to each college and career readiness standard. The standards-based learning goals guide and support teachers to consistently use best practices in developing Individualized Education Plan (IEP) present level statements, goals, and objectives for all RSD2 students with disabilities. The purchase must be directly made with Enome, INC. (Goalbook) as it is copyrighted and no other supplier can provide the software. The multiple strategies and methods available through this learning platform make it a sole source for RSD2. Instruction of the special service students would significantly be interrupted without Goalbook. The Goalbook toolkit services also include remote or onsite PD, midyear consultations, help desk and 24 hour technical support.

      PROTESTS:

      Any actual or prospective bidder, offeror, contractor, or subcontractor aggrieved in connection with the intended award or award of this sole source contract, shall notify the Chief Procurement Officer in writing of its intent to protest within five (5) business days of the date this notice is posted. Any actual or prospective bidder, offeror, contractor, or subcontractor who is aggrieved in connection with the intended award or award of this sole source contract and has timely notified the Chief Procurement Officer of its intent to protest, may protest to the Chief Procurement Officer in the manner set forth below within five (5) days of the date this notice is posted; except that a matter that could have been raised as a protest of the solicitation may not be raised as a protest of the award or intended award of a contract.

      A protest must be in writing, filed with the Chief Procurement Officer, and set forth the grounds of the protest and the relief requested with enough particularity to give notice of the issues to be decided. The protest must be received by the Chief Procurement Officer within the time provided above.
