    On March 2, 2026, the California Unified Certification Program (CUCP) issued reevaluation notices to firms certified as a Disadvantaged Business Enterprise (DBE) in California prior to October 2, 2025. All certifying agencies in the CUCP will reevaluate the DBE’s they originally certified. The Caltrans Office of Civil Rights is responsible for reevaluating over 3,200 DBE firms and is available to provide technical assistance throughout this process.

    Please remind active DBE firms on your projects to submit their reevaluation documents by April 16, 2026. Pursuant to the revised Federal DBE regulations (Interim Final Rule issued October 3, 2025), certifications must now be based on individualized demonstrations of social and economic disadvantage, with no reliance on race- or sex-based presumptions.

    Caltrans’ Office of Civil Rights is hosting a series of webinars to assist DBE firms with the reevaluation process. Visit the bottom of the Caltrans DBE Reevaluation webpage for dates and times.
