Qualified firms should demonstrate experience with State-funded municipal capital projects, reimbursement-based grant implementation, New York municipal procurement documentation, MWBE outreach and documentation, multi-component project coordination, and work with municipalities or public entities with limited internal administrative capacity. This RFP is for implementation support services only. The scope does not include final architectural or engineering design services, construction services, construction management as constructor, legal services, or direct procurement authority on behalf of the Village. The selected consultant may use subcontracting, joint venture, or teaming arrangements where appropriate, provided that the proposing firm clearly identifies roles, responsibilities, key personnel, and any subcontractors or partner firms in its proposal.
