The project location is in the Village of Oriskany Falls, in Oneida County, NY. The purpose of the project is to analyze the current housing situation within the Village and identify opportunities for future housing projects. M/WBE and Section 3 firms are strongly encouraged to respond. Services to be provided The selected consultant will be responsible for conducting a thorough Housing Needs Survey which includes but is not limited to: • Analyzing current housing stock and demographics • Identifying housing trends and projections • Assessing affordability and accessibility of housing • Evaluating the impact of existing policies on housing development • Engaging with residents, local businesses, and government officials • Developing a comprehensive Housing Policy Framework with viable implementation strategies • Presenting the main findings and a summary of the report to the Village Board and residents Budget • The total budget for this project is $43,000 for Community Planning Survey/Market Studies and will include Grant Administration. Timeline • The project is scheduled to be completed by January 10, 2027 Required Information for Proposals • Statement of qualifications, including identification of at least three similar programs that have been administered • Current and projected workloads • Capability to meet timeline and budget requirements • Identity and qualifications of professional personnel to be assigned to the project Evaluation methods and criteria Proposals will be evaluated by the Mayor and Board of Trustees based on the following criteria with respective weights: • Consultant qualifications, including identification of at least three similar programs that have been administered – 35% • Proposed methodology and work plan – 30% • Qualifications of professional personnel – 20% • Capability to meet time and budget requirements – 10% • Cost proposal – 5% Submission Instructions Proposals should be submitted either electronically to a.bell@villageoforiskanyfalls.org or mailed to: Village of Oriskany Falls, Village Clerk, PO Box 669, Oriskany Falls, NY 13425, or physically dropped off at the Village of Oriskany Falls Village Office at 185 North Main Street, Oriskany Falls, NY 13425.
