    For more information please visit: https://ctoec.org/rfps The SPOE is the first interaction families have with Connecticut’s Birth to Three System. Our system is governed by the Individuals with Disabilities Education Act (IDEA and the SPOE plays a crucial role ensuring appropriate referrals come to our system). Through this procurement, the OEC will provide one vendor up to $3,250,000.00 in funding over a five-year period to: -Process all identified developmental concerns as part of the Birth to Three referral process. -Connect all children who have an identified developmental concern to a Birth to Three contracted provider within 7-days of initial contact to SPOE. -Provide contact information to the Local Education Agency (LEA) in a child’s town for a special education referral for all children over the age of three. -Refer families for children without developmental concerns to a community-based resources.
