BRAND SPECIFIC: The products in this Invitation to Bid (ITB) are being bid as BRAND SPECIFIC. That signifies that no alternates will be accepted for award. Bid is in accordance with the Ohio Administrative Code 123:5-1-10 (D) (6). MANUFACTURER, MANUFACTURER’S REPRESENTATIVE, OR AUTHORIZED DISTRIBUTOR: Bidders offering bids for in response to this solicitation must be manufacturers, representatives of the manufacturer, or authorized distributors. Bidders should include a letter from each manufacturer represented on manufacturer’s letterhead signed by an authorized representative of the manufacturer attesting that the Bidder is authorized to represent the manufacturer in this solicitation as part of each bid. If not included with the bid, Bidder must provide authorization as specified above within seven days after requested by ODPS. Failure to provide such authorization may result in the Bidder being determined not responsive and disqualified from consideration for award. DESCRIPTIVE LITERATURE: The Bidder may be required to submit descriptive literature of the supplies or services being offered. If requested, the literature will be used in the evaluation process to determine the lowest responsive and responsible bidder. If not provided as part of the bid response, the Bidder must provide said literature within seven calendar days after request/notification by the Office of Procurement Services to do so. Failure of the bidder to furnish descriptive literature either as part of their bid response or within the time specified herein may deem the bidder not responsive. Mandatory Site Visit: A Mandatory Site Visit will be held Tuesday, March 10, 2026 at 1:00 p.m.Eastern Time at the Ohio State Highway Patrol Academy 740 E. 17th Ave. Columbus, Ohio 43211 (Check-in at security desk). Mandatory Site Visit(s) are required to survey the weapons for “Trade In.” The site visit will commence promptly at the scheduled time, barring an unforeseen circumstance that results in a delay of the site visit. Attendance will be taken. The state will not be responsible to a bidder for their failure to obtain information discussed during the site visit due to their arriving after the site visit has convened. Bidders who fail to attend the mandatory site visit will be deemed not responsive. Bidder must have a person representing them attend the mandatory site visit. The attendance of a Bidder’s representative must be recorded on corresponding Official Attendance Sheet.
