This project consists of approximately 15,000 linear feet of 16-inch water main along Old Bastrop Highway in Hays and Comal Counties. Project components include gate valves, air release valves, tie-ins to existing water mains and reconnecting water meters. Portions of the pipeline will be installed in public right-of-way and across existing Lower Colorado River Authority (LCRA) and gas line easements.
The Bidding Documents may be viewed and downloaded online (free of charge) by registering with www.CivCastUSA.com. The date that the Bidding Documents are transmitted via CivCast will be considered the Submitter’s date of receipt of the Bidding Documents.
A non-mandatory pre-proposal meeting is scheduled for 9:00 a.m. on Tuesday, April 28, 2026, as described in the Instructions to Bidders. All questions about the meaning or intent of the Bidding Documents shall be submitted in writing on CivCast; and, must be received at least seven calendar days prior to the opening date.
Crystal Clear Special Utility District expressly reserves the right to reject any or all Proposals and to waive minor irregularities or informalities. A Bidder’s failure to respond to the requested qualifications inquiry may result in the bid being deemed non-responsive. Bids may be held by Crystal Clear Special Utility District for a period not to exceed 60 days from the date of bid opening for the purpose of reviewing the bids and researching bidder’s qualifications prior to the contract award.
A bid bond in the amount of five percent (5%) of the bid issued by an acceptable surety shall be submitted with each bid. The successful bidder will be required to furnish a Performance Bond and a Payment Bond, each in the amount of the contract, written by a responsible Surety Company, authorized to do business in the State of Texas.
