    Description

    The City of Bridgeport (“City”), through its Public Facilities Department, is seeking Statements of Qualifications from qualified Architectural Consulting firms (“Consultants”) licensed in the State of Connecticut to provide on-call architectural and related professional services on an as-needed basis when outside expertise is required. A Qualified Bidders List (QBL) will be established and will remain active for a base period of three (3) years from the effective date of the contract and may be extended for up to two (2) additional one-year terms at the discretion of the City.

    The City of Bridgeport reserves the right to reject any and all Statements of Qualifications and to request clarification of information submitted. The City also reserves the right to select or reject any qualified firm in the best interests of the City.

    The City shall have sole discretion regarding which projects, if any, are assigned to consultants selected under this RFQ. The City may also elect to solicit separate Requests for Qualifications (RFQ) or Requests for Proposals (RFP) for specific projects and/or to engage current vendors associated with the City when deemed appropriate.

    Background

    Bridgeport, the most populous city in Connecticut and the fifth-most populous in New England, is situated in eastern Fairfield County at the mouth of the Pequonnock River on Long Island Sound. With a population of 148,654 in 2020, it is 60 miles from Manhattan and 40 miles from The Bronx, forming part of the New York metropolitan area. The city borders Trumbull to the north, Fairfield to the west, and Stratford to the east. Bridgeport is a significant part of the Greater Bridgeport Planning Region and the Bridgeport-Stamford-Norwalk-Danbury metropolitan statistical area, the second largest in Connecticut.

    Since the early 21st century, Bridgeport has seen extensive redevelopment in its downtown and other neighborhoods. Bridgeport is home to several educational institutions, including the University of Bridgeport, Housatonic Community College, Paier College, and part of Sacred Heart University, as well as the state's only zoo, Connecticut's Beardsley Zoo.       Demonstrated experience with projects comparable in size and type, including renovations, accessibility upgrades, public facilities, and park or recreation buildings.

    • Capacity and Responsiveness (15 pts)

      Ability to respond to task orders in a timely manner and manage multiple assignments concurrently.

    • Understanding of Municipal Requirements (10 pts)

      Familiarity with applicable codes, permitting processes, accessibility requirements, and public procurement procedures.     

    • References and Past Performance (10 pts)

      Quality of work and performance on similar projects as indicated by client references.
