    Description

    The County of San Mateo Department of Public Works is seeking sealed proposals from qualified Contractors to inspect manholes and pipelines and perform a closed-circuit television (CCTV) inspection including pipe and manhole rating reports. The purpose of this contract is to support the County’s ongoing sanitary sewer system inspection, condition assessment, maintenance planning, and regulatory compliance efforts, including compliance with the County’s Sewer System Management Plan (SSMP). Work shall be performed on an as-needed basis and may be assigned by District, basin, priority area, or other operational grouping as determined by the County.

    Background

    The County of San Mateo Department of Public Works provides sewer collection services to businesses and residents across 10 Maintenance and Sanitation Districts within unincorporated San Mateo County. These districts include: Burlingame Hills Sewer Maintenance District, Crystal Springs Sanitation District, Devonshire County Sanitation District, Edgewood Sewer Maintenance District, Emerald Lake Heights Sewer Maintenance District, Fair Oaks Sewer Maintenance District, Harbor Industrial Sewer Maintenance District, Kensington Square Sewer Maintenance District, Oak Knoll Sewer Maintenance District, and Scenic Heights County Sanitation District. The overall sanitary sewer collection system consists of approximately 746,000 linear feet of gravity sewer main, 3,663 manholes and 630 flushing inlets.     • Technical Proposal (required)

      (1)     Organizational Capacity

      1. Provide names and titles of staff members who will be on the team responsible for the project as well as the expected availability of the various individuals. Indicate who will be the project manager.
      2. Provide NASSCO certification numbers of the listed staff members. Identify personnel holding PACP certification and personnel holding MACP certification. 
      3. If any portions of work will be performed by subcontractors, provide names of subcontractors and description of their roles and responsibilities.

      (2)     Qualifications of the Firm

      1. Include number of years providing CCTV services. Firm should have a minimum of five (5) years of CCTV experience with three (3) year minimum of similar work with public agencies. Describe the firm's experience performing inspections in easements, access-restricted areas, steep terrain, and environmentally sensitive locations. 
      2. Include the project manager’s experience managing similar projects within the last five (5) years. Project manager must have PACP certification.
      3. Include brief discussion of the firm’s financial stability and capacity.
      4. Include a listing, if any, lawsuit or litigation and the result of that action resulting from any public project undertaken by the Proposer or its subcontractors where litigation is still pending or has occurred within the last five years or any type of project where claims or settlements were paid by the consultant or its insurers within the last five years.

      (3)     Work Plan

      1. This section shall establish that the proposer understands the County’s objectives and requirements for this work. Explain the work flow as to how the firm will perform the services to meet County’s needs. Include description of proposed approach to provide the required services and firm’s ability to meet the County’s schedule.
      2. Provide firm’s equipment and vehicle inventory list applicable to this work.
      3. Proposer may suggest technical or procedural innovations that have been used successfully for other projects of similar scope that may provide the County with better service delivery.
      4. Describe the firm's Quality Assurance and Quality Control (QA/QC) procedures for inspection data, coding accuracy, and deliverable review. 
      5. Describe the firm's procedures for emergency notification and reporting of critical defects discovered during inspections.
      6. Describe the firm's approach to coordinating inspections with County cleaning operations and managing access constraints.

      (4)     References

      Provide at least three references from successfully completed projects of similar nature to that described in this solicitation, including the name of the organization for which work was performed, and the name, phone number, and e-mail address of an individual at the organization who was responsible for managing and accepting the work. Ensure that contact information is current. If the County cannot contact the reference because of incorrect or out-of-date information, the reference will be deemed not to have been provided.
