    The Washington Suburban Sanitary Commission, MD (the "WSSC"), is soliciting sealed responses for On-Call Cleaning & Restoration Services. Responses are to be submitted via WSSC's eProcurement Portal via https://procurement.opengov.com/portal/wsscwater PRIOR TO 2:00 pm on Friday, July 24, 2026. Late responses will not be accepted.

    The Contractor shall provide all labor, materials, equipment and services necessary to provide emergency services on an “as-needed” basis for Professional Cleaning, Restoration, and Structural Repair Services for public buildings and private residences damaged by water main breaks, sewer backups, or any other damage caused by a WSSC-maintained line or WSSC-caused incident, located within Montgomery and Prince George’s Counties, Maryland.

    WSSC seeks to establish a multi-award, on-call, requirements-based contract for 24/7/365 emergency cleaning, disinfection, drying, and limited restoration services for residential properties impacted by sewer backups, water main breaks, or other WSSC-caused water intrusions.  The on-call list of qualified contractors must be capable of responding quickly and performing this work in compliance with industry standards, safety regulations, and environmental requirements.

    WSSC is responsible for the operation and maintenance of the public water and sewer systems within its service area. Sewer backups and water main breaks can result in Category 3 (grossly contaminated) water intrusions into residential properties, requiring specialized emergency cleaning, drying, disinfection, and restoration services to protect public health and safety and mitigate property damage.

    Evaluation Criteria

    • Technical Approach & Understanding of Scope (25 pts)
      1. Provide a clear, detailed narrative describing the Offeror’s proposed approach to emergency response, cleaning, drying, disinfection, and limited restoration services. 
      2. Show understanding of ANSI/IICRC S500/S520 standards
      3. Provide a work process for waste removal, cleaning, and restoration services by category (Categories 1 - 3)
      4. Identify your firm's demolition and disposal process
      5. Provide a workflow for mitigation and restoration
      6. Identify your moisture verification and IAQ testing process
      7. Provide homeowner communication methods
      8. Provide documentation methods (e.g., moisture logs, photos, reports)

    • Firm's Experience & Past Performance (20 pts)
      1. Document past performance experience
        1. Identify which companies are water utility companies (specifically, water, sewer, or water/sewer)
      2. Include complex projects completed for remediation.  Identify the workflow and process used to complete work.
        1. Evidence of successful completion of similar Category 3 water/sewage mitigation projects in residential settings
      3. Include at least three relevant references with project descriptions, contract values, response times, performance outcomes, and client contact information
        1. Provide any past IDIQ or task order contract experience with emphasis on emergency response capability. 
    • Key Personnel & Staffing Plan (15 pts)
      1. Organizational chart showing key staff and field teams
      2. Resumes for the Project Coordinator/Supervisor and other critical personnel with their years of experience and certifications (e.g., IICRC WRT, ASD)
      3. Explain 24/7 coverage, on-call crew depth, and availability of bilingual staff (English and Spanish)

      1. Provide an inventory of equipment and resources available for emergency response, including extractors, dehumidifiers, HEPA scrubbers, monitoring tools, and vehicles
      2. Demonstrate the ability to respond to simultaneous incidents and meet the two-hour arrival requirement
      3. Include warehouse or staging locations if applicable.

      Completed price schedule with fully burdened labor rates, equipment/unit costs, mobilization/demobilization fees (if any), and any other relevant cost elements. Pricing must be transparent, competitive, and consistent with the scope.

      Each Offeror must meet the following minimum qualifications to be considered for the Award:

    • Identify your firm's experience in professional cleaning, disinfection, drying, and restoration services for Category 3 water/sewage intrusions in residential or commercial structures. (required)

      Information must include the following:

      • ≥3 years’ experience in sewage/water damage mitigation.
      • Institute of Inspection Cleaning & Restoration Certification (IICRC) — at least one Supervisor with Water Damage Restoration Technician (WRT) and Applied Structural Drying (ASD).
      • Ability to staff each project with at least one English-proficient and one Spanish-speaking team member.
