    Description

    The Palm Desert Housing Authority ("Authority") is requesting proposals from qualified Contractors ("Contractor" or "Proposers") to establish a Maintenance Services Agreement ("Agreement") for a one (1)-year term with an option to renew for four (4) 1-year terms with one or more qualified contractors.

    Work may include drywall patching and replacement, ceiling repairs, texture matching, interior patch-back work, minor trim and baseboard repairs, cabinet removal and replacement with vendor-furnished materials, cabinet repair or adjustment, optional priming or painting when requested, and coordination with affected trades where necessary to complete authorized work orders ("Project"). No minimum amount of work is guaranteed, and work will be performed only when authorized by the Authority.

    To serve and promote the welfare of its residents, the Authority intends to procure the Services, as described in this solicitation.

    Background

    The City Council of the City of Palm Desert ("City Council") has determined that there is a need for a housing authority within City limits. Consequently, the Authority was established. The Authority is a public agency functioning as a separate legal entity from the City of Palm Desert ("City") whose objective is to serve and promote the welfare of its residents. The members of the City Council constitutes the governing body of the Authority, which is known as the "Authority Board". The Authority Board meets every second and fourth Thursdays of the month at Palm Desert City Hall, which is located at 73-510 Fred Waring Drive.

    The Authority owns 15 affordable housing properties in the City of Palm Desert which amounts to 1,114 units. The properties are managed by a contracted property management group which is responsible for the day-to-day operations of the properties.

    The City is a charter city in the State of California and was incorporated in 1973. The City is a thriving community of approximately 50,000 full-time and 32,000 seasonal residents. It is located in the Coachella Valley in eastern Riverside County, the City is part of the low desert region of Southern California.     Submission Requirements

      Proposals shall be clear, complete, and organized in the order listed below. Proposers shall provide sufficient information to allow the Authority to evaluate the proposer’s qualifications, experience, availability, approach, and ability to perform on-call general building, interior repair, drywall, and cabinet replacement services at Authority-owned affordable housing properties.

      Proposals shall be submitted electronically through the City’s online procurement portal. The proposal should be submitted as a single searchable PDF, excluding any separate pricing forms if the solicitation requires the cost proposal to be submitted separately.

      1. Cover Letter

      The proposal shall include a cover letter signed by an individual authorized to bind the proposer. The cover letter shall include:

      • Proposer’s legal business name, address, telephone number, and website, if applicable.
      • Name, title, phone number, and email address of the primary contact person.
      • A brief statement confirming the proposer’s understanding of the on-call and as-needed nature of the work.

      The proposer shall describe its technical approach to the types of work anticipated under the contract, including, at a minimum:

      A. Drywall and Interior Repair

      • Drywall patching and repair.
      • Drywall installation and replacement.
      • Taping, mudding, sanding, finishing, and texture matching.
      • Ceiling drywall repair.
      • Repair of holes, cracks, dents, water-damaged areas, and access openings.
      • Interior patch-back work after maintenance repairs.
      • Repair of drywall damaged by plumbing, electrical, HVAC, roofing, or other related work.
      • Restoration of affected interior surfaces to a finished condition.

      B. Cabinet, Millwork, and Finish Carpentry

      • Cabinet repair, removal, and replacement.
      • Coordination of field measurements.
      • Matching existing materials and finishes where feasible.
      • Minor trim, baseboard, casing, and related finish carpentry associated with authorized repair work.
      • Identification of work requiring custom fabrication or separate authorization.

      C. Painting and Priming, If Offered

      Because painting is optional and only performed when specifically requested and authorized, the proposer shall state whether it can provide painting-related services. If offered, the proposer shall describe its ability to provide:

      • Priming of repaired surfaces.
      • Spot painting of repaired drywall or patch-back areas.
      • Limited painting related to drywall, cabinet, trim, or interior repair work.
      • Larger painting work only when separately requested and authorized.

      D. Countertop Coordination

      The proposer shall describe how it will address situations where cabinet work may affect existing countertops, including how it will notify the Authority before proceeding, identify risk of damage, and obtain separate written authorization when required.

      7. Availability and Response Capability

      The proposer shall describe its availability and response capacity for on-call work. This section shall include:

      • Normal business hours.
      • Regular work response capacity.
      • Ability to begin authorized work within seven calendar days of issuance of a work order, unless otherwise approved.
      • Availability for urgent, after-hours, weekend, or holiday work, if offered.
      • Process for receiving and acknowledging work requests.
      • Scheduling process and typical lead times.
      • Ability to manage multiple work orders at different Authority properties.
      • Any limitations on availability, staffing, service area, or response time.

      8. Materials, Workmanship, and Quality Control

      The proposer shall describe how it will ensure quality workmanship and appropriate material selection. This section shall include:

      • Use of new, standard-grade materials suitable for multifamily residential use.
      • Approach to matching existing materials, finishes, and textures where feasible.
      • Quality control procedures before, during, and after completion of work.
      • Process for correcting defective, incomplete, or nonconforming work.
      • Approach to documenting material substitutions or conditions where exact matches are not possible.
      • Procedures for final cleanup and review before leaving the work area.

      9. Safety, Site Protection, and Resident Considerations

      The proposer shall describe its safety and site protection procedures, including:

      • Compliance with applicable safety requirements.
      • Protection of residents, staff, visitors, workers, property, and adjacent areas.
      • Use of barriers, signage, containment, or other precautions when appropriate.
      • Daily cleanup and removal of debris, damaged materials, packaging, and waste.
      • Safe disposal of materials in accordance with applicable requirements.
      • Professional conduct expectations for workers while on Authority property.
      • Procedures for immediately reporting unsafe conditions or suspected hazardous materials.

      10. Warranty

      The proposer shall describe the warranty offered for labor and workmanship. The proposer shall also describe how manufacturer warranties for materials or products will be passed through to the Authority, when applicable.

      At a minimum, the proposer shall confirm that it will promptly correct defective or nonconforming work identified during the applicable warranty period at no additional cost to the Authority, unless the defect is caused by misuse, new damage, unrelated building conditions, or work performed by others.

      11. Subcontractors

      If the proposer intends to use subcontractors, the proposal shall identify each proposed subcontractor and describe the work to be performed. The proposal shall include each subcontractor’s license classification, license number, and qualifications.

      The proposer shall remain responsible for the performance, conduct, coordination, quality, and compliance of all subcontractors. Subcontractors shall not perform work outside the scope of their license classification or outside the approved work order.

      12. Exceptions or Deviations

      The proposer shall identify any exceptions, deviations, or requested changes to the Scope of Services, Agreement, insurance requirements, or other solicitation requirements.

      If no exceptions are requested, the proposer shall state: “Proposer takes no exceptions to the solicitation requirements.”

      Failure to clearly identify exceptions may be deemed acceptance of all solicitation requirements.

      13. Required Forms and Certifications

      The proposal shall include all forms, certifications, acknowledgments, bonds, or other documents required by the solicitation, including any addenda acknowledgments and bid guarantee documents, if applicable.

    • Fee Proposal (required)

      Please provide a lump-sum, not-to-exceed fee proposal for the scope of Services. The fee proposal shall include hourly rates for all personnel for “Additional Work” (as such term is defined in the proposed Agreement attached herein).
