    Description

    Statement of Purpose

    The Yolo County Department of Community Services, Division of Environmental Health, is seeking qualifications from experienced, licensed hydrogeologists and geologists with specialization in water resources to develop a list of qualified professionals from which agricultural well permit applicants may select from to prepare a hydrogeological report when required for the County’s agricultural well permitting process. The County has updated its well permitting procedures for agricultural well permits to protect against impacts of new wells on nearby wells and to ensure review by the applicable Groundwater Sustainability Agency (GSA) for consistency with the applicable Groundwater Sustainability Plan (GSP) and groundwater basin sustainability goals (see Ordinance No. 1579, adopted November 4, 2025). The County has an interest in ensuring that consultants retained by well permit applicants have the technical and professional expertise necessary to evaluate wells in accordance with the County’s well permit ordinance.

    This Request for Qualifications (RFQ) will be used to establish a pool of qualified consultants for a minimum of three (3) years. The County anticipates periodic opportunities during the three years to for RFQs to consider additional consultants for inclusion on the qualified list.

    The resulting list will be posted on the Water Well Program page of the County’s website: https://www.yolocounty.gov/government/general-government-departments/community-services/environmental-health-division/land-use-programs/water-well-program. The list will be provided to an applicant when it is determined that a hydrogeological report is required as part of the well permit application. Environmental Health will maintain and update the list.

    The Yolo Subbasin Groundwater Agency (YSGA), which is responsible for planning and implementing the Sustainable Groundwater Management Act (SGMA) for the Yolo Subbasin, may also utilize this list for its hydrogeological report requirements related to certain new agricultural well permits reviewed by the YSGA for consistency with the Yolo Subbasin’s Groundwater Management Plan.

    Proposers responding to this RFQ must have the ability to meet all requirements, including the terms and conditions contained herein.
