    Description

    The County of San Mateo (“County”) covers most of the San Francisco Peninsula. The region covers 744 mi2 and is home to approximately 750,000 residents.     The San Mateo County Parks Department (“Department”) serves nearly three million visitors every year. Visitors have many options when visiting the County’s unique park system.     The Parks Department oversees the planning, development, operation, and maintenance of a diverse range of parks, trails, and recreational facilities throughout the County. The Department delivers projects involving new construction, renovation, and replacement of park facilities, which often require coordination with multiple stakeholders, compliance with environmental and building regulations, and careful management of budgets and schedules. The Department is seeking on-call archaeological and cultural resource services, including archival research, field investigations, technical reporting, on-site monitoring, and support for regulatory compliance and stakeholder coordination, to identify, assess, and protect cultural resources affected by County projects.

      Where price is not the sole evaluation factor for a solicitation (e.g., in the case of a "best-value" solicitation), five percent (5%) of the total evaluation points awardable will be added to the proposal score for each Local Business or Local Non-Profit score for evaluation purposes. In the event of a tie between a Local Business or Local Non-Profit and another bidder, the Local Business or Non-Profit shall be awarded the Contract, assuming agreement on other contract terms.

      An additional three percent (3%) preference shall be given to a Local Business or Local Non-profit (for a total of eight percent (8%) of total points awardable) if the proposer is a Small Business or Small Non-Profit, or an additional 5 percent preference (for a total of ten percent (10%) of total points awardable) if the proposer is a Micro Business or Micro Non-Profit.

      Performance shall be evaluated by successful completion of each on-call project in full compliance with the approved scope of work, meeting all quality standards, delivering on schedule, and staying within the approved budget, while maintaining effective communication with County staff throughout the project lifecycle.

      The County may require periodic reporting from the Contractor to ensure proper contract oversight, tracking of project requirements, and verification of deliverables. The Contractor shall cooperate with the County in providing reports, documentation, or other information as requested to support timely review, approval, and recordkeeping by designated County staff.

      I. 10 days of archaeological and Native American monitoring associated with ground disturbing construction in Half Moon Bay, CA. Contractor shall:

      • Coordinate and complete Native American and Archaeological Monitoring;
      • Complete a Closure Memo (negative results anticipated) reporting the results of the archaeological monitoring.

       

      II. A joint utility trench will be re-opened and the foundation for the proposed support building will be graded over an estimated 10-day work period.

      • The services of a Native American Monitor shall be included in the cost estimate
      • The Technical Memo (Closure Report) will report the results of the monitoring and assumes negative results.

    Questions & Answers

    Q (CEQA Paleontological Resources): San Mateo County in general, and SMC Parks in particular have a rich paleontological signature. We don't see a callout here for paleo resources protections, either under cultural or under Geo. Are those being posted separately later? Thank you for your clarifications.

    A: Paleontological services do not fall under this RFP, and would be posted under a separate and specific solicitation.


    Q (Preferential Points): If the prime is an LBE and its subconsultants are Small or Micro Businesses, will additional preferential points be received?

    A: No, preferential points are applied only to the primary party.


    Q (No subject): Should architectural historians be included in our bid, or is that a separate contract?

    A: Architectural historical services are not included in this RFP.


    Q (No subject): Aside from the mentioned limit to 1 page each for past project descriptions, is there a maximum page number for the proposals submitted?

    A: No, there are no page limits other than those already specified within the RFP.


    Q (Proposal Formatting): Can the County please clarify if the 12-point TNR font requirement includes header/footers, photo captions, tables, charts, and graphics? Thank you!

    A: The font formatting applies to the text in the body of the proposal. Different sizing for the purposes noted in this question is acceptable.


    Q (Consultants for On-call): How many consultants does the County expect to contract with for this On-Call?

    A: We anticipate a single bid award under this RFP.


    Q (Price Proposal/Example Project ): Section 4.3.6 Price Proposal/Example Project lists tasks I and II. Are these two separate 10-day tasks? If so, should they be bid as one price proposal or two? Additionally, should pre-field background research (NAHC correspondence, record search etc.) be included in this price proposal?

    A: The SOW lists each task with an estimated 10-day period. Task I (archaeological and Native American monitoring with Closure Memo) and Task II (joint utility trench grading for the foundation) are separate tasks. For the example project, proposers should provide a single price for all monitoring services under Task I, including pre-field background research such as NAHC correspondence and record searches. Pre-field background research and other preparatory work necessary to complete the monitoring should be included in the price proposal.


    Q (No subject): Section 21, paragraph “d” of the Standard Contract Template indicates reimbursable travel expenses shall not include Local Travel, defined as travel within a fifty-mile radius of the Contractor’s office, and within a fifty-mile radius of San Mateo County. Should the Contractor need to bring in labor from outside this fifty-mile radius, would the County consider those travel expenses reimbursable if otherwise compliant with the terms of Section 21?

    A: Travel that falls outside the definition of “Local Travel” in Section 20(d) may be eligible for reimbursement, provided it is approved in advance by the County and complies with all other requirements of Section 20. Proposers should note that all travel must be reasonable, necessary for the performance of services, and subject to County review and approval.


    Q (Contract Value): What is the proposed value of the contract?

    A: A budget is not available at this time. However, this is a formal RFP. The County’s threshold for formal RFP’s is 100K and above.


    Q (Example Project): In the example project, does example II include archaeological monitoring?

    A: Archaeological and Native American monitoring services are included under Task I. Task II describes the construction activities during which monitoring will occur and does not represent a separate scope of monitoring services.


    Q (No subject): Does the County of San Mateo have already existing contracts with the various local tribes, or will the contractor be expected to hire requested tribal monitors as subcontractors on a project by project basis?

    A: The County does have an existing agreement with a local tribal association, although their availability may be limited depending on the specific project. In such cases the contractor would hire a subcontractor.


    Q (Task II - Native American Tribal Consultation): Under Task II of Section 4.3.6 Price Proposal/Example Project Native American monitoring is requested to be included in the cost estimate. Is the on-call consultant expected to sub-contract with Tribes to provide Native American monitoring? Additionally, the hourly rate of Tribal monitors varies greatly between Tribes and contracts. Can you provide a rate for the Tribal monitor?

    A: The selection of a subcontractor in this situation would be left to the determination of the contractor.


    Q (No subject): Can you give us more information on which groups/agencies comprise the stakeholders mentioned in the RFP?

    A: As this will be an ongoing, on-call contract, rather than for a specific currently planned project, the stakeholder groups will vary on a project basis.


    Q (Proposal Limits): Is there a page limit or a preferred page count?

    A: The only page limit is under 3.3. Firm Qualifications regarding project descriptions.
