Where price is not the sole evaluation factor for a solicitation (e.g., in the case of a "best-value" solicitation), five percent (5%) of the total evaluation points awardable will be added to the proposal score for each Local Business or Local Non-Profit score for evaluation purposes. In the event of a tie between a Local Business or Local Non-Profit and another bidder, the Local Business or Non-Profit shall be awarded the Contract, assuming agreement on other contract terms.
An additional three percent (3%) preference shall be given to a Local Business or Local Non-profit (for a total of eight percent (8%) of total points awardable) if the proposer is a Small Business or Small Non-Profit, or an additional 5 percent preference (for a total of ten percent (10%) of total points awardable) if the proposer is a Micro Business or Micro Non-Profit.
Performance shall be evaluated by successful completion of each on-call project in full compliance with the approved scope of work, meeting all quality standards, delivering on schedule, and staying within the approved budget, while maintaining effective communication with County staff throughout the project lifecycle.
The County may require periodic reporting from the Contractor to ensure proper contract oversight, tracking of project requirements, and verification of deliverables. The Contractor shall cooperate with the County in providing reports, documentation, or other information as requested to support timely review, approval, and recordkeeping by designated County staff.

In rare circumstances where there is an expectation that proposers will need to submit trade secrets or other confidential information in order to respond to an RFP.
Q (scope of work question): Do you need to propose on the entire scope of work, or could an organization propose on a portion? For example, our organization Grassroots Ecology would like to be involved in the invasive management and native plant installation piece, but we do not have an applicators license or any equipment like mowers. We'd be happy to work with another provider if that makes sense. Thanks!
A: A vendor need not propose for the entire scope of all services, but must complete a full application, including the price proposal (non-relevant line item pricing lines may be marked 0). Please note in your Introduction and Executive Summary if this is the case.
Q (question 3.6 on the technical proposal): Is this RFP only for work at San Bruno Mountain Park? I can't tell if question 3.6 was mean to be a test case for a budget proposal that you could then extrapolate for other sites. Thanks again!
A: This RFP is not project-specific, and would result in an on-call agreement that could cover any number of projects. The Example Project is only to provide a pricing proposal benchmark. It is based off an actual past project conducted by the Department, and does not reflect a specific, currently planned project.
Q (No subject): Can we use a subcontractor to achieve the Local Business preference points?
A: No, the local business preference points (where applicable) are applied based on the primary proposer.
Q (No subject): When is the expected start date on the contract?
A: The targeted start date is no later than May 22, 2026.
Q (No subject): Does the County anticipate selecting more than one contractor?
A: This is possible, and will be determined based on the proposals received.
Q (No subject): What is the rate escalation allowed annually?
A: There is no specific limitation on annual rate increases. Any increases will be evaluated as part of the overall proposed costs.
Q (No subject): Can the County provide additional information on the location or size of potential projects under this contract? Is there a map or figure the County can provide showing locations?
A: This on-call agreement for the Parks Department would not be confined to any specific area or project, but rather apply to the entire San Mateo County Parks system. This RFP is to address ongoing needs as they arise rather than a current slate of specific projects. The Example Project (Pricing Proposal) was adapted from an actual Parks project, and provides an idea of the scope of a typical project.
Q (No subject): What is the maximum contract value either annually or across the three-year contract period?
A: The contract will not exceed $200k in value.
Q (No subject): Please clarify the Price Proposal/Example Project section - Is the contractor required to provide estimated costs for an example project or are we just providing labor billing and equipment rates? If we need to estimate costs for the example project described, please provide treatment acreages and more detailed specifications that we can go off of.
A: The example project in the Price Proposal/Example Project section is provided for illustrative purposes only. Proposers are not required to provide detailed site-specific cost estimates. The intent is for proposers to demonstrate labor billing rates, equipment rates, and an example approach to completing similar work. Proposers may make reasonable assumptions regarding quantities and scope for the purposes of preparing the example project fee proposal, and should clearly document those assumptions in their submission.
