    Description

    BFT, a Public Transportation Benefit Area (PTBA), provides transit in the urban portions of Benton and Franklin Counties in Washington. BFT is planning to acquire real properties to support its operational requirements and provide passenger facilities.

    This Request for Proposals (RFP) is issued by BFT to identify Contractors qualified to submit proposals for On-Call Right-of-Way (ROW) / Property Acquisition, Lot Line Adjustment, and Property Disposal services. The Contract award will be a Unit Price Contract that can not exceed $600,000. Local, State and Federal Transit Administration (FTA) Terms and Conditions apply.

    Background

    The purpose of this solicitation is to retain the services of a qualified Contractor who will provide the full range of appraisal services,ROW / land acquisition services for the use or acquisition of real property. This does not include review of the initial appraisal(s), a separate Contractor must complete this requirement.

    Evaluation Criteria

    • Cover Letter (5 pts)

      Provide a 1–2 page letter expressing interest in the Contract. Include firm background, years in business, names and roles of principals and any known subcontractors, and a single point of contact (name, address, phone, email). The letter must be signed by an individual authorized to commit the firm’s resources.

       

    • Experience of the Firm and Appraisers (35 pts)

      Demonstrate qualifications and experience performing public-sector ROW, appraisal, and land acquisition services for transportation projects funded with state and federal funds. Include:

      • 5–10 relevant projects from the past 5 years with references
      • Evidence of required licenses and compliance with state, federal, and WSDOT requirements
      • Description of how work is delivered on time, within scope, and within budget with clear communication
      • Disclosure of any litigation, disputes, claims, or terminations related to appraisal or ROW work (or a statement that none exist)
        Awards or commendations may be included.
    • On-Call Appraisers Understanding of the Scope of Work and Project (30 pts)

      Describe the firm’s understanding of the Scope of Work and BFT’s needs. Include:

      • Understanding of BFT and upcoming projects
      • Approach to developing policies, processes, and procedures for property use agreements
      • Approach to supporting property use agreements and site acquisitions
      • Available personnel, equipment, and facilities
    • Cost Proposal (20 pts)
        • Provide the fully loaded labor hour rate(s) for all staff that may or may not work on projects that are to be charged for the appraisal and ROW services necessary to determine the real property fair market value. BFT has provided an estimated amount of hours in order to calculate a fair cost price analysis. These estimated hours listed are only estimates. Use the “Pricing Proposal” section in OpenGov and include any additional pricing details in the space provided. Contractor shall provide all pricing that would be invoiced for and what is to be considered in your proposal.
        • The firm with the lowest project cost proposed will receive the maximum 20 points. An estimated number of hours will be calculated for each category for each of the firms. The lowest estimated total cost divided by proposed cost then multiplied by 20 points possible which will then be the total for points awarded.
    • References (10 pts)

      Provide a list of a minimum of three (3) and maximum of six (6) clients including Company name, address, contact name, phone number, email address as well as dates of service regarding similar sized projects. The point of contacts will then be emailed a short survey to be used as part of the evaluation process. If Consultant’s have worked with public sectors, specifically transit agencies please ensure to include these point of contacts as a reference.

    • Optional Interview – Oral Presentation (30 pts)

      Once evaluations have been completed, the Contractors who have the highest scoring proposals may be chosen for an interview/live demonstration session limited to 60 minutes.
