    Description

    The City of Victorville (City) is soliciting Statements of Qualifications (SOQs) from qualified firms for the provision of on-call right-of-way services to support the Engineering Department in delivering various local-, state-, and federally funded capital improvement projects. Services may include, but are not limited to, right-of-way engineering support, property acquisition coordination, easement processing, appraisal and acquisition support, relocation assistance coordination, and related right-of-way activities necessary for timely project delivery.

    Because the City’s Capital Improvement Program (CIP) is funded through a combination of local, state, and federal funding sources, consultants must demonstrate thorough knowledge of and experience with applicable State and Federal right-of-way requirements, including compliance with the Uniform Relocation Assistance and Real Property Acquisition Policies Act, Caltrans Local Assistance procedures, and other applicable regulations. Respondents must possess a minimum of five (5) years of relevant experience providing right-of-way services to advance capital improvement projects for public agencies in California.

    The City anticipates establishing a pre-qualified list of up to three (3) consultants to provide on-call right-of-way services. Selected consultants may enter into Professional Services Agreements with the City for an initial term of one (1) year, with the option for up to three (3) additional one-year extensions at the City’s discretion. Compensation under each agreement shall not exceed $50,000 per term, for a maximum cumulative amount of $200,000 if all extensions are exercised.

    Selection to the City’s pre-qualified consultant list does not guarantee the award of work or a minimum compensation amount. Work assignments will be issued on an as-needed basis through individual task orders, subject to project requirements and the availability of funding.

    Background

    The Engineering Department oversees the City’s Capital Improvement Program (CIP), which delivers a wide range of projects involving streets, drainage, traffic systems, water, sewer, and airport infrastructure. The Department is responsible for the complete delivery of public works improvements, including project initiation, planning, environmental review, design development, right-of-way coordination, and construction administration.

    The City’s Engineering Department performs in-house surveying and design services for a variety of capital improvement projects. The Survey/Mapping Division typically conducts field surveys within project limits and prepares electronic survey data consisting of point files containing Northing, Easting, and Elevation information, together with associated linework identifying existing right-of-way, easements, APNs, and other existing features. Using this survey information, City staff develops project designs, including existing and proposed surfaces, horizontal and vertical alignments, profiles, cross sections, corridors, utility coordination, and related construction documents necessary for project delivery.

    Typical design milestones occur at the 30%, 60%, 90%, and final design stages. Right-of-way consultants are expected to coordinate with the City’s phased design development process and provide services as needed to support project delivery. Consultant involvement will generally begin during the 30% to 60% design phase, once preliminary design layouts, alignments, and project impacts have been established and potential right-of-way requirements can be identified. At this stage, consultants may assist with preliminary right-of-way engineering, property research, easement identification, appraisal coordination, acquisition support, and related services necessary to support continued project development and delivery.

    Consultants may also be requested to provide early coordination or feasibility support during the 0–30% phase for projects with anticipated right-of-way constraints or complex property impacts. Continued consultant coordination through the 60–90% and final design phases may be required to support final right-of-way certifications, acquisition completion, utility coordination, and preparation of exhibits for Permission to Enter and Construct (PTEAC), as applicable.
