Evaluation Criteria

• Qualifications and Experience (25 pts) —

  This criteria will include, but will not be limited to, a listing of work experience for projects similar in scope and nature to the work described in the Scope of Work.

• Approach and Methodology (10 pts) —

  This criteria will include, but will not be limited to, the Proposers explanation in detail how their company can meet the requirements of the work outlined in the Scope of Work. The Proposer should provide a clear timeline or plan-of-action detailing each phase of this effort and an organizational chart clearly detailing the proposed labor for this effort.

• Proposer Capabilities (15 pts) —

  This criteria will include, but will not be limited to, a demonstration of the organizational and financial capabilities essential for the successful execution of this project.

• Technical and Operational Capability (10 pts) —

  This criteria will include, but will not be limited to Proposer ability to execute the application's technical requirements via a comprehensive operational field plan aligning with RFP stipulations. This includes detailing the reporting capabilities of their application and proposing the specific reports they will provide to the CRA, addressing the items of the RFP.

• Veteran Business Enterprise participation in subcontracts (2 pts) —

  This criteria will include, but will not be limited to, evaluation of the information submitted in response to Attachment “E.

• Price Proposal (38 pts) —

  This criteria will include, but will not be limited to, evaluation of the pricing information submitted.
