    • INTRODUCTION:

      Request to Purchase One (1) Mobile Incline Screening Plant for the City of Flagstaff Streets Department.

    • DELIVERABLES:

      One (1) Mobile Incline Screening Plant 

      Powertrain Components

       

      Diesel-powered engine with local (Flagstaff) support for parts, repair, and maintenance. The engine must be able to function at full capacity at 7000 ft above sea level without a negative impact on the longevity of parts or components.

      Self-propelled tracked machine with manual controls/option for remote wireless control operation.

       

      Material Processing and Handling

       

      20’ x 5’ screening deck

      2-deck screening plant

      Unit delivered with complete screening media at 2” and ¾” final.

      The machine must accept universal screens (non-proprietary to any specific manufacturer)

      Hydraulically driven feed and processing belts. Hydraulic drive components (ex. motors, pumps, valving) must be commonly available and rebuildable outside of the original equipment manufacturer (OEM).

      Chevron-style feed belt for reduction in material roll back.

      JIC, SAE, or ORFS hydraulic fittings on hoses and components.

      Ability to adjust hydraulic pressures, feed rates, etc. without the use of specialized or proprietary electronic equipment or other specialized not commonly available tooling.

       

      Parts and Service

       

      Common parts such as rollers, belts, screens, hoses, and hydraulic components such as pumps and valving shall be available locally (within a 300-mile radius of Flagstaff, AZ).

      The bidder must supply a list of commonly failed components for the screening plant. Bidder shall also provide an inventory list for in-stock parts and components showing the availability of these common failure components within the specified area.

      Requests for service and repair shall be fulfilled within 72 hours of initial request.

      The Bidder shall supply documentation showing the ability to meet the specified service requirements. This can include, but is not limited to, customer testimonial or work orders documenting initial call and response dates.

      Notations: Any strikeouts, notes or modifications to the Solicitation documents shall be initialed in ink by the authorized person who signs a Bid. If notations are made, they must be submitted with a Bid and are considered Exceptions.

      Exceptions: In addition to any notations on the Solicitation documents, please identify and list any exceptions to the Solicitation, by section/paragraph, on this Exceptions Form. The City reserves the right to reject, accept or further negotiate Exceptions. Exceptions may render a Bid non-responsive.

      Exceptions to Form of Contract: A Bidder may request changes to the form of contract (including any Standard or Special Terms and Conditions or Insurance Requirements) on the Exceptions Form. A Bidder may also submit its own form of contract. The City will consider these in the same manner as any other exceptions.

      A Bidder must indicate any and all exceptions taken to the requirements, specifications, and/or terms and conditions of this Solicitation, including the form of contract. If "Yes" is selected, please upload a document detailing the exception.

    • Confidential Materials (required)

      Pursuant to Section 11.3(A)(7) of the Procurement Code Manual, information provided in a Bid shall be confidential so as to avoid disclosure of contents prejudicial to competing Bidders during the process for evaluation. Bids shall be open for public inspection after Contract award. Except to the extent a Bidder designates, and the Director of Procurement concurs, trade secrets or other proprietary data contained in the Bid documents shall remain confidential.

      If a Bidder believes that part of a Bid is a trade secret or contains other proprietary data, a Bidder shall mark the page(s) “CONFIDENTIAL” and isolate the pages as an attachment to this form. A Bidder shall also include an explanation why the information is a trade secret or contains other proprietary data.

      Requests to deem the entire Bid as confidential will not be considered.

      A Bidder must provide notice if it would like confidential information returned after final Contract award (and a Bidder is not selected for contract award). A Bidder is responsible for pick-up.

      Upon City Council Contract award, information submitted in response to a Solicitation is subject to disclosure pursuant to the Arizona Public Records Law. A.R.S. § 39-121, et seq. If a Bidder has clearly marked its trade secrets or other proprietary information as “confidential”, the City will endeavor to notify the Bidder prior to release of such information.

    • Cooperative Purchases (required)

      The City of Flagstaff is a member of Flagstaff Alliance for the Second Century, along with the Coconino County Community College District, Northern Arizona University, Coconino County and Flagstaff Unified School District. The City is also a member of S.A.V.E. (Strategic Alliance for Volume Expenditures), which consists of numerous municipalities, counties, universities, colleges, schools and other Arizona State agencies. Cooperative purchasing arrangements such as the above are sanctioned by state law and allow a Contractor to sell services and materials to any member of a cooperative group under the same pricing, terms and conditions of contract awarded to the Contractor by any other member, following a competitive procurement process.


      Is your company willing to offer the goods and services solicited under the terms and conditions of this solicitation to other members of the Flagstaff Alliance for the Second Century and S.A.V.E. under the same pricing, terms and conditions?

      If you answer No, that is acceptable. The City will not reject your submission or consider it to be non-responsive. If you answered Yes, and a contract is approved, others may seek to do business with you under the same terms and conditions, subject to your approval.
