    Description

    The Washington Suburban Sanitary Commission, MD (the "WSSC Water"), is soliciting sealed responses for Online Content Library for Employees. Responses are to be submitted via WSSC's eProcurement Portal via https://procurement.opengov.com/portal/wsscwater PRIOR TO 2:00 pm on Wednesday, July 22, 2026. Late responses will not be accepted.

    WSSC Water is seeking to replace its current digital learning platform with a solution that more closely aligns with our mission of delivering safe, seamless, and sustainable water services. The new platform must provide engaging, accessible, and relevant learning experiences that support the professional growth of all employees, from frontline workers to executive leaders. WSSC Water is interested in obtaining a solution that: 

    • Offer a robust, diverse, and regularly updated content library, including materials relevant to public utilities, water/wastewater management, safety, environmental compliance, engineering, leadership, and customer service 

    • Integrate seamlessly with internal systems such as our Learning Management System (LMS), Human Resource Information System (HRIS), and productivity tools (e.g., Microsoft 365) 

    • Deliver an intuitive and user-friendly experience across devices, with strong mobile accessibility to support employees in the field 

    • Provide comprehensive reporting and analytics tools to support data-driven decisions and compliance tracking 

    • Allow for customization to reflect the unique learning pathways, branding, and development priorities of WSSC Water 

    • Feature a scalable architecture to accommodate future growth and evolving learning strategies 

    This RFP invites qualified vendors to present a comprehensive, future-ready solution that enhances the learner experience and empowers WSSC Water to meet both present and emerging workforce development needs.

    WSSC Water currently leverages an on-demand digital learning platform as its primary solution for delivering online learning and professional development content to employees. This platform has been integral in supporting compliance training, technical skill development, and continuous learning initiatives across a diverse workforce that spans administrative, operational, engineering, and field service functions. 

    As the demands on our workforce continue to evolve in the context of digital transformation, environmental sustainability, regulatory compliance, and infrastructure modernization, our organizational learning needs have grown increasingly complex. To stay aligned with strategic goals and industry advancements, particularly those relevant to the water and public utility sectors, we want to explore options for a more agile, modern, and industry-aware learning solution.

    Evaluation Criteria

    • Demonstration (35 pts)

      The Offeror will be required to demonstrate software functionality. Such a demonstration shall include information regarding the following. A separate invitation to the demonstration, including the location and time, will be sent to the shortlisted offerors after proposals have been received.

      1. Content Library
        The Offeror will be required to showcase the following:
        1. Diverse, regularly updated digital learning content library including leadership, management, communication, customer service, and digital skills
        2. Ability to host WSSC Water's proprietary training materials and videos
        3. Adaptive learning paths and certifications
        4. Visual of Classes that offer Continuing Educational Unit (CEU) Credits
      2. System Integrations
        1. Seamless integration with LMS (e.g., SuccessFactors or equivalent), HRIS, Microsoft 365/SharePoint/Teams
        2. Single Sign-On (SSO) capability
        3. Multi-factor authentication (MFA)
        4. Secure data exchange protocols to ensure secure and seamless user access
      3. User Experience and Accessibility
        1. Search and Registration for courses
        2. Intuitive, responsive, mobile-friendly interface
        3. ADA and WCAG 2.1 compliant
        4. Support for both online and offline learning for field employees
      4. Reporting and Analytics
        1. Customizable dashboards for training progress, usage, compliance tracking, and learning outcomes

    • Technical Approach (25 pts)

      The Technical Approach shall be organized into the following sections and evaluated for clarity, completeness, and feasibility of the proposed solution:

      1. Content Library and Learning Resources
        The Offeror shall describe:
        1. The update frequency of the platform's digital content library, including coverage of topics relevant to public utilities, water/wastewater management, safety, environmental compliance, engineering, leadership, and customer service
        2. How the platform supports the creation, hosting, and management of WSSC Water's proprietary training materials and videos
          1. Identify relevant utility and public-sector operations
        3. The platform's approach to adaptive learning paths, certifications, and role-based curricula
      2. System Integration
        The Offeror shall describe:
        1. The platform's integration capabilities with Learning Management Systems (LMS), including SuccessFactors or equivalent, and Human Resource Information Systems (HRIS)
        2. Compatibility with productivity tools, including Microsoft 365, SharePoint, and Teams
        3. Single Sign-On (SSO) implementation approach for secure access and user authentication
        4. Any pre-built connectors, APIs, or middleware used to support integration
      3. User Experience and Accessibility
        The Offeror shall describe:
        1. The platform's interface design and how it delivers an intuitive, responsive, and mobile-friendly experience across devices
        2. How the platform meets ADA and WCAG 2.1 accessibility standards for visual and hearing aids
        3. The approach to supporting both online and offline learning for field-based employees
      4. Reporting and Analytics 
        The Offeror shall describe:
        1. Dashboard for tracking training progress, usage metrics, compliance, and learning outcomes.
        2. Customizable features
        3. Reporting capabilities segmented by department, role, and location
        4. Integration with enterprise analytics and reporting platforms
           
      5. Configuration, Customization, and Branding
        The Offeror shall describe:
        1. Ability to configure workflows, learning paths, and user roles
        2. Support for WSSC Water branding and organizational structure
        3. Flexibility without requiring custom code

      6. Management Functions
        The Offeror shall describe:
        1. The ability to view real-time employee registration status, attendance, waitlists, and cancellations
        2. The ability to manage users by department, role, or organizational hierarchy.
        3. The ability to track participation metrics through dashboards and automated notifications.

      7. Administration Functions
        1. Centralized administration of registrations, user roles, permissions, and enrollment workflows.
        2. Enterprise-wide reporting and analytics across users, departments, and training programs
        3. Ability to configure and maintain courses, certifications, prerequisites, and learning paths
        4. Support for data import/export and integration through APIs, web services, and flat file formats
        5. Compatibility with enterprise systems and automated data synchronization capabilities
           
    • Firm's Experience (20 pts)

      Offerors shall submit the following supporting documentation for relevant firm experience:

    • Key Personnel (10 pts)

      The Offeror will be required to identify all key personnel, their role, and their respective responsibilities.  Resumes shall be provided for all key personnel. At a minimum, the resume shall be provided for the following key personnel:

        1. Client Success Manager

      The Offeror shall submit a complete and detailed Price Proposal that demonstrates the overall cost to provide the requested goods and/or services in accordance with the requirements of this RFP.

      Each Offeror must meet the following minimum qualifications to be considered for Award:

       

    • The Offeror must provide supporting document to demonstrate they are a certified external content provider with an active, documented integration with a leading Enterprise Resource Planning (ERP)/Human Capital Management (HCM) Cloud Solution Provider ranked in the Leaders quadrant of the Gartner Magic Quadrant.     • The Offeror must demonstrate three (3) years of experience in the development, hosting, and delivery of online content libraries for employee training and professional development. (required)
