• Key staff experience with similar assignments and the extent of human resources
to draw on for this project;
• Proposer’s willingness and intent to use local resources, such as labor;
• Techniques and controls for project management, such as automated reporting
procedures, audits, payment, and monitoring responsibilities;
• Demonstrated capability to perform all required tasks;
• Safety and health policies;
• Willingness to consider innovative techniques to increase efficiency and
maximize revenue;
• Willingness to cooperate with participating municipalities; and,
• Maintenance philosophy, policies and practices. Provide an anticipated
maintenance schedule and the software that will be used to automatically generate
scheduled maintenance tickets.
All Proposers will be required to meet product market specifications and demonstrate marketing
experience and skill. The County will be looking for factors that indicate the Proposer’s ability
to maximize both the quantity of material marketed and the highest market price over time. The
following materials marketing criteria will be used to evaluate each proposal:
• Viable plan for marketing designated recyclable materials produced by the Ocean
County Facility;
• Viable plan for bringing out-of-county recyclable materials into the facility to
maximize facility utilization;
• Demonstrated ability to market recyclable materials from similar operations,
including single stream materials;
• Proven track record for meeting market specifications for recyclable materials on
a sustained basis in poor markets as well as good; and
• Signed letters of intent from reliable markets for the purchase of the recovered
materials, not covered by market contracts obtained by the County.
The County will evaluate the Operating Cost Budget and Corporate Overhead Charges proposed by each Proposer as part of the scoring for this section. The County will allow the successful operator to increase the base operating cost on an annual basis by the percentage increase of the NY-NJ CPI in accordance with the Service Contract.
The County will evaluate the supplemental revenue sharing formula proposed by each Proposer and
its impact on the County’s revenue share as part of the scoring for this section.
Evidence of sufficient financial resources of the Proposer, its parent, or joint venture partner to
support its ability to comply with all of the terms of the Service Contract is required.
Evidence of a thorough understanding and commitment to maintaining the Facility in a neat and
workmanlike manner and performing all scheduled maintenance in accordance with the plan shall
be included in the Manual.

Bidder shall furnish a certificate from a surety company with the bid submission. Bidder may, but is not obligated to, use the below Surety Forms as prepared by the County.

The County of Ocean may reject any such bid if it is not satisfied with the sufficiency of the individual surety offered.
