    The City of Newport News (the “City”) is seeking proposals from qualified firms (the “Offeror” or “Contractor”) to furnish the goods and/or services described herein and proposals will be received via the City’s e-Procurement Portal, OpenGov Procurement (https://secure.procurenow.com/portal/nnva), to be received no later than Thursday, February 12, 2026 at 5:00 pm (local prevailing time).

    The purpose of this Unsealed Request for Proposals (URFP) is to solicit proposals to furnish/provide comprehensive training and capacity-building services for Operation STOP, aimed at addressing the opioid crisis in Newport News, particularly within Black communities.
