The City of Paso Robles is seeking a qualified consultant to conduct a comprehensive operational and organizational assessment of the Community Development Department. Through this assessment, the City would like to understand how the Community Development Department’s organization and process can be optimized to service the community and the development industry. This assessment will evaluate critical aspects of the department, including: o Organizational Structure: Analyzing the current hierarchy, roles, and responsibilities within the department to identify areas for improvement and ensure effective communication and collaboration among staff. o Staffing: Review existing staffing levels and positions related to the City’s General Plan buildout projections. Recommend future staffing and cost-recovery strategies for the Department. o Processes: Reviewing existing business processes, workflows, and procedures to determine their efficiency and effectiveness, to streamline operations, and enhance service delivery to the community. o Effectiveness and Efficiency: Measuring the department’s performance in meeting its goals and objectives, including assessing current projects and General Plan build-out projections to optimize customer service and cost recovery. o Adaptability to Future Challenges: Identifying potential future challenges and constraints that the department may face and assessing its capacity to adapt strategies and operations accordingly to remain responsive to community needs.
