•Mandatory Elements ‘A’, ‘B’, and ‘C’, must be demonstrated in all the “Similar Projects”.
A. All single projects (if a phased project, all phases shall be completed) must have been successfully completed within the last twenty (20) years, preceding the date of this IFB on commercial new or renovation projects.
B. Each similar projects must have been successfully completed within the contiguous United States plus Alaska and Hawaii.
C. The similar projects must have been successfully completed commercial projects in an ACTIVE and fully operational general assembly facility (airports, arenas, convention centers, educational facilities, hospitals, hotels, stadiums).
•Elements ‘D’, ‘E’, ‘F’, ‘G’, and ‘H’ shall be demonstrated in at least one of the “Similar Projects”.
D. One (1) of the three (3) similar projects must include renovation of at least seven (7) restroom renovations performed with active public use space while maintaining dust, odor, noise and moisture control measures.
E. One (1) of the three (3) similar projects must include standardization of finishes, details, and construction sequencing.
F. One (1) of the three (3) similar projects must include the multi-restroom renovated concurrently or sequentially, phased construction tied to operational calendar or events.
G. At least one (1) of the three (3) similar projects must have demonstrated experience with plumbing reroutes in existing conditions, working above or below active spaces, and ability to coordinate shutdowns with minimal disruption.

Q (Owner's Vendors): Will the Owner have vendors, such as fire alarm, low voltage, fire sprinklers, etc. that will be involved in the construction phases when an alarm needs to be set to test, or fire sprinkler system has to be worked on? There may be instances where the fire alarm vendor that is commonly used for the building will need to be notified in order to perform work on the fire protection system, put system on test, provide a fire watch, etc. If so, will be responsible for possibly having to contract them or will this be a collaboration that will involve the Owner? This could also be asked for facilities department on some discovery of existing systems as well. (Access to control rooms, valve locations etc.)
A: The electrical contractor shall have the proper electrical license or hire a vendor who is licensed to work on Fire Alarm equipment. There are no instances where a fire alarm vendor would need to be notified to perform work on the fire alarm system or put the system on Test. For the Fire Sprinkler work, please refer to Fire Protection General Note 5 and 6 of the Fire Protection Floorplans. A fire watch must be provided any time the sprinkler system is not operational.

Q (Procurment): What is the plan on securing all specified tile, fixtures and so on for a project that will span 3 years. Will the county procure them directly via ODP, do you prefer they are all purchased upfront and stored? or can it be procured as restrooms are released?
A: Means and methods shall be determined by the Contractor; the Owner does not anticipate the need for an Owner Direct Purchase (ODP). The Contractor shall be responsible for procuring and staging the materials in advance of designated work windows to support the project schedule.
Q (Phasing Plan): We appreciate that the county and design team don't want to dictate means and methods for construction. That said, regarding phasing, there will be tremendous variance in the bid pricing if there is not clear basis-for-bidding provided that defines: 1. Which exact restroom locations can (or cannot) be taken offline during the same given phase. 2. Maximum timeframe for one phase/group of restrooms to be offline. It would be in the best interest of the county to define at least a preliminary phasing plan to serve as a 'basis for bidding' - even if it is subject to change after award. This will avoid unrealistic assumptions on the part of contractors.

Q (Allowable Work Hours): The bid documents limit work hours to night hours between 6PM - 6AM, however at the pre-bid site walk the timeframe of 6PM - 4AM was mentioned. Which is correct?
A: Please review Section 3 of Part C Special Terms in the package regarding construction schedule: 3. CONSTRUCTION SCHEDULE WITH EVENTS: The Convention Center is an occupied and active space that is always operational. On-Site work availability is limited due to Convention Center scheduled show events and Orange County holidays. The project site is anticipated to be available to the contractor seven (7) days per week. Contractor work hours are anticipated to be from 6:00 PM to 6:00 AM. Any noise generated activity off hours and/or any exceptions to the agreed upon work hours must be approved in advance by the OCCC Project Manager, unless approved otherwise by the OCCC Project Manager at least 48 hours in advance for work outside those hours. Work shall be sequenced to accommodate the OCCC events/shows during the project duration. Any permissible work activities during the non-workdays will be determined at the OCCC Project Manager’s discretion. With the advanced approval of the OCCC Project Manager, specific dates may be coordinated with the Contractor for their work schedule. Work is required to be scheduled around show activity.
Q (Existing Fire Alarm Vendor): We assume there's an existing fire alarm monitoring and/or maintenance agreement in place for the building, and that any fire alarm modifications will have to be run through this firm. Can contact information be provided for whatever firm that is?

A: Scope of work involves removing and repair only the sections necessary for routing the new lines. Slab depth is 5" at the Concourse, Mezzanine and Penthouse levels; 8" at the Exhibit Level. I’m not sure if they’re the same as the surface-mounted dispensers throughout the rest of the project or if they’re something different. 2. On some of the elevations (example 101-601) there seems to be a different toilet tissue dispenser being used. Can you verify if there are any alternates or if the same toilet tissue dispensers are to be used at all locations? 3. I see there are some depictions of fire extinguisher cabinets but that information doesn’t seem to cover the entire project. Is fire protection not needed/existing? If not, could you please give more information in regards to locations? 4. There are specs calling for storage shelving but the only shelving I can find is wood shelving. Can you verify if there’s any other storage shelving, such as metal racks, etc? 5. The specs also mention wall protection & I can’t find any information on that in the plans. Additionally, in the event that specified materials or equipment become unavailable due to supply chain constraints, lead times, or discontinuation, will the Architect and/or Owner consider and accept substitutions of equal or comparable materials/equipment during the course of the project, subject to review and approval?
A: Means and methods shall be determined by the Contractor. The Contractor shall be responsible for procuring and staging the materials in advance of designated work windows to support the project schedule.
Q (Fire Sprinkler Heads): In a previous OCCC project, the project drawings did not include the required temporary Fire Sprinkler provisions of removing and plugging the Fire Sprinkler heads within the construction area for the duration of the work to protect the system and avoid an accidental discharge. Please confirm that removal, plugging, and replacement of all Fire Sprinkler heads within the construction areas is required. Please confirm that 24/7 fire watch will be required throughout all of these durations.

A: Tile Layout 16/I7.01 marks the pattern with 4 rows of each tile; however, the distance between the two tiles indicates 5 rows with a 10” spacing, as the tile width is 2". Please clarify whether we should estimate 4 rows as per the marking or 5 rows as per the distance between the tiles. While the the product is labeled as being 2" x 9" on the back of the product and is listed on the Finish Legend as such, when detailing TJNG reviewed the technical specifcations for the product and found it to be listed as 2.36" x 9.45". A sample tile was ordered and it also measured 2.36" x 9.45". When grout is added, it's closer to 2.5". In the detail in question, the ceiling is listed as 7'6" and the counterheight as 3'4", so the dimension of the tiled area on the wall is 50.04"...divided by 2.5" equals 20 tile stacked vertically. 20 tiles are what is shown on the detail. Same math applies to the detail #17 on the same sheet.
