    Description

    The City of Mount Vernon, New York (“City”) is seeking a New York-licensed attorney or law firm to represent the City in Mount Vernon City Court for the daily prosecution of parking tickets, non-criminal traffic infractions, and red-light camera infractions. The RFP is a qualification‑only process; the City, will evaluate experience, staffing capability, cost competitiveness, and other criteria before the Board of Estimate & Contract awards a one‑year professional‑services contract.

    Background

    Mount Vernon's Board of Estimate & Contract (comprised of the Mayor, Comptroller, and City Council President) is the contracting body (see Municipal Code section 70).

    The Mount Vernon City Court is located at Ronald A. Blackwood Building, 2 Roosevelt Square North, 2nd floor, Mount Vernon, NY 10550.

    The City of Mount Vernon seeks a New York licensed solo practictioner or law firm to appear on behalf of the City in Mount Vernon City Court on a daily basis to prosecute traffic, parking, and red-light camera infractions in Mount Vernon City Court; handle traffic summonses issued by the Mount Vernon Police Department; appear at all scheduled court proceedings; coordinate with police officers, court staff, and the Law Department; manage case flow, including adjournments, defaults, and hearings; negotiate appropriate dispositions consistent with applicable law; ensure compliance with New York Vehicle and Traffic Law and local ordinances; provide periodic written reports on caseload and outcomes.

    The attorney who appears on behalf of the City is expected to appear in court no later than 9:00am and to handle all cases on the calendar to resolution. The mornings usually end with arraignments, but on certain days there may be trials in the afternoon beginning at 2:00pm.

    For traffic infractions in City Court, prosecution authority lies with the Westchester County District Attorney (County Law section 700), but petty offense prosecutions (including traffic) may be delegated with the DA's awareness and consent. The retainer will include coordination language with the DA's Local Courts Division and the DA's Mount Vernon Branch.
