    Property management services for project based voucher (“pbv”) developments owned by the Philadelphia Housing Authority (“pha”) & pha affiliates.The Philadelphia Housing Authority (“PHA”) is issuing this Request for Proposals (“RFP”) to solicit proposals from well-qualified and experienced property management firms (“Contractor(s)”) to provide comprehensive multifamily Property Management Company (“PMC”) services at Project Based Voucher (“PBV”) developments owned and operated by PHA and/or its affiliates in various locations throughout the City of Philadelphia (“City”). The housing developments include former public housing developments converted to Section 8 Project Based Vouchers (“PBV”) through the Rental Assistance Demonstration (“RAD”) or other methods and other PBV developments owned by PHA and/or PHA affiliates. Selected Contractors must have demonstrated experience and success in managing properties comparable to those in PHA’s housing portfolio.PHA may elect to award Task Order-based Contract(s) to one or more Contractors under this solicitation. Subject to Contract award and PHA’s subsequent issuance of a Task Order, the selected Contractor(s) will enter into an initial two-year contract (“Master Contract”) with PHA, which may be extended for three additional one-year periods, at PHA’s option and subject to PMC Contractor meeting all performance requirements and other requirements as specified herein.Each site or group of sites should be treated as separate bids and one group or many groups can be awarded.
